Discussion: Councilmember Bullock expressed willingness to continue due diligence on this <br />th <br />topic with a hope that there can be a way to ultimately support the ambitious Studio W. 117 <br />project. <br />O <br />n the motion: Councilmembers Marx, Shachner, Litten, Bullock and Baker in favor. <br />Councilmember Rader absent for the vote. <br />S.RESOLUTION 2023-67 - A RESOLUTION to take effect immediately provided <br />it receives the vote of at least two thirds of the members of Council, or otherwise to <br />take effect at the earliest period allowed by law, authorizing the Mayor and/or <br />Director of Finance or Director of Law to allocate and expend American Rescue <br />Plan Act (ARPA) funds towards the completion of the Lakewood Public Library’s <br />Story Walk Projects. (referred to COW 12/4/23) <br />President Litten recapped the previous discussion of this resolution, in which it was clarified that <br />the project encompasses two Story Walk Projects – one at Madison Park, and one at Kauffman <br />Park. <br />Councilmember Bullock spoke in support of the project, speaking to its benefits including child <br />literacy, and family-friendly entertainment. He explained that the Lakewood Public Library will <br />manage the projects in partnership with the City. <br />Councilmember Marx joined Councilmember Bullock in his support, stating that the Ward 4 <br />project will enhance the planned improvements at Madison Park. <br />Motion by President Litten, seconded by Councilmember Bullock to recommend Resolution <br />2023-67 as substituted for adoption. <br />Councilmembers Marx, Shachner, Litten, Bullock and Baker in favor. Councilmember Rader <br />absent for the vote. <br />S.RESOLUTION 2023-66 - A RESOLUTION to take effect immediately provided <br />it receives the vote of at least two thirds of the members of Council, or otherwise to <br />take effect at the earliest period allowed by law, authorizing the Mayor and/or <br />Director of Finance or Director of Law to allocate and expend American Rescue <br />Plan Act (ARPA) funds towards the creation of a parking lot on a vacant city-owned <br />parcel at the northwest corner of Newman Avenue and Madison Avenue. (referred <br />to COW 12/4/23) <br />President Litten encouraged members to consider the use of 2024 ARPA funds to potentially help <br />with this and other projects. <br />C <br />ouncilmember Marx noted that this project has been budgeted in previous years. She spoke of <br />the parking challenges in the Birdtown neighborhood for residents and businesses and how this <br />parking lot can help. It was clarified that the estimated project cost is $300,000. <br />2 <br /> <br />
