Councilmember Marx remarked further on the benefits that the parking lot can bring to the
neighborhood and to the City.
Councilmember Bullock committed $13,000 from his remaining individual ARPA funds towards
the parking lot project. He stated that he could be persuaded to allocate 2024 ARPA funds
towards the project and that he would like to see a contribution from the Administration. He
asked for additional clarity by next Monday.
Councilmember Litten stated that if any project to which he had previously allocated funds,
should fall through, he is willing to allocate those funds to the Birdtown parking lot.
Public Comment
Ralph Piuno – Madison Ave.
Mr. Piunno asked about potential grants for the project and if the already completed design work
lowers the estimate.
Director Leininger replied that although the City is pursuing grants, that parking lots are not
usually looked upon favorably by grantors. He added that the design work was only $10,000 and
not a significant portion of the project.
Director Leininger and President Litten further discussed the implications of the parking lot on
the nearby private businesses.
Motion by President Litten, seconded by Councilmember Bullock to defer S. Reso. 2023-66. All
members in favor. Motion passed.
RESOLUTION 2023-60 – A RESOLUTION to take effect immediately provided it
receives the affirmative vote of at least two thirds of the members of Council, or
otherwise to take effect and be in force after the earliest period allowed by law,
appointing five members to the Charter Review Commission for a six-month term
beginning January 1, 2024. (referred to COW 11/6/23)
ouncilmember Rader advocated for one candidate from the pool of applicants.
C
Councilmember Shachner advocated for two different applicants from the pool of applicants. He
clarified that one of these applicants had originally applied for the Citizens Advisory
Commission, but he confirmed that she is willing to serve on the Charter Review Commission.
Councilmember Baker advocated for one candidate from the pool of applicants and highlighted
the importance of having an attorney on the Commission.
Councilmember Bullock advocated for one candidate, whom it was later determined would be
appointed by Mayor George.
Councilmember Marx highlighted one candidate with whom she has spoken.
4
