<br />MINUTES <br />OF A MEETING OF <br />LAKEWOOD CITY COUNCIL <br />AUDITORIUM <br />DECEMBER 18, 2023 <br /> <br />Regular meeting of the Lakewood City Council called to order at 7:35 PM by President Litten <br />**** <br />Present: Councilmembers Marx, Shachner, Litten, Bullock, Rader, Baker <br /> <br />Also Present: Mayor George, Fire Chief Dunphy, Public Works Director Gordon, Law Director <br />Vargo, Finance Director Rancatore, Police Captain Frank Eschweiler, and Council Staff. <br /> <br />**** <br /> <br />Motion by President Litten, seconded by Councilman Bullock, to excuse the absence of Vice <br />President Kepple. All in favor. Motion passed. <br />Motion by President Litten to approve the minutes of the December 4, 2023 General Meeting <br />without the necessity of a reading. All in favor. Motion passed. <br /> <br /> <br />***OLD BUSINESS*** <br /> <br />th <br />1. Report from Committee of the Whole held December 11, 2023. (to be provided) <br /> <br />President Litten delivered the following oral report: <br /> <br />th <br />The Committee of the Whole met a week ago on December 11to discuss a number of <br />th <br />ARPA funding-related projects, namely that of Studio West 117 as well as the parking <br />lot project in Birdtown and the Story Walk Projects. The Committee of the Whole also <br />discussed charter review and potentially appointing a few members there. We deferred <br />th <br />on Studio 117and the Smart City legislation,but we did recommend for adoption the <br />resolution for the Story Walk Project. <br /> <br />Motion by Councilman Bullock, seconded by President Litten, to receive and file the oral <br />report. All in favor. Motion passed. <br /> <br />2. S. RESOLUTION 2023-66 - A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, authorizing the Mayor and/or Director of <br />Finance or Director of Law to allocate and expend American Rescue Plan Act (ARPA) <br />funds towards the creation of a parking lot on a vacant city-owned parcel at the northwest <br />corner of Newman Avenue and Madison Avenue.
