Motion by President Litten, seconded by Councilman Bullock, to discharge S. Reso. 2023-66 <br />from Committee of the Whole. All in favor. Motion passed. <br /> <br />Motion by President Litten, seconded by Councilman Rader, to amend the resolution by changing <br />the fourth whereas clause to read: <br /> <br />Whereas, Lakewood City Council supports allocating $175,000 of these remaining funds <br />towards the completion of a parking lot on a vacant city-owned parcel at the northwest <br />corner of Newman Avenue and Madison Avenue to address longstanding neighborhood <br />parking needs; and, <br />and to change the fifth whereas clause to read: <br /> <br />Whereas, because the Administration shares an interest in this project, the Mayor will <br />contribute $50,000 from the City’s General Fund, ARPA funds, or other allowable source; <br />and, <br />Discussion:President Litten clarified that his motion is also applicable to Section 1 and Section <br />2 of the resolution. The dollar values in Sections 1 and 2 will reflect the amended dollar values <br />in the two whereas clauses. <br />President Litten noted that this amendment still leaves the project about $75,000 short of funding. <br />He expressed his confidence in Council to make up this funding deficit. <br />Mayor George noted that the administration does not know if there will be unencumbered <br />administration funds available yet. She also stated that the City cannot move forward on bidding <br />and contracting for the project until the funding gap is identified. <br />On the motion to amend. All in favor. Motion passed. <br />Motion by Councilman Bullock, seconded by Councilman Rader, to amend the resolution’s <br />fourth whereas clause to read: <br /> <br />Whereas, Lakewood City Council supports allocating $250,000 of these remaining funds <br />towards the completion of a parking lot on a vacant city-owned parcel at the northwest <br />corner of Newman Avenue and Madison Avenue to address longstanding neighborhood <br />parking needs; and, <br />and to amend Section 1 to read: <br />That $250,000 shall be allocated from City Council’s American Rescue Plan Act (ARPA) <br />funds and spent on the creation of a parking lot on a vacant city-owned parcel at the <br />northwest corner of Newman Avenue and Madison Avenue. <br />Discussion: Councilman Bullock stated that this amendment would allow sufficient funding for <br />the project. He stated that the entire $300,000 estimate of the project would be taken careof. <br />President Litten noted that this amendment would be allocating 2024 ARPA dollars to the project. <br />2 <br /> <br /> <br />
