Motion by President Litten, seconded by Councilman Bullock, to defer S. Resolution 2023-68. <br />Discussion: Councilman Bullock suggested that he might reallocate his $20,000 personal <br />allocations from the Smart City Initiative to commence funding for the revival of Lakewood's <br />Farmers Market, which has been inactive since before the Covid-19 pandemic. He mentioned <br />plans to draft legislation for this proposal and clarified that any surplus funds not utilized for the <br />Farmers Market would be directed towards the Smart City initiative. <br /> <br />On the motion to defer. All in favor. Motion passed. S. Resolution 2023-68 deferred. <br /> <br />5. RESOLUTION 2023-60 – A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force after the earliest period allowed by law, appointing five <br />members to the Charter Review Commission for a six-month term beginning January 1, <br />2024. (referred to COW 11/6/23) (pg. 7) <br /> <br />Motion by President Litten, seconded by Councilman Bullock, to discharge this item from <br />Committee of the Whole. All in favor. Motion passed. <br /> <br />Motion by President Litten, seconded by Councilman Bullock, to amend Resolution 2023-60. <br /> <br />Discussion: Councilman Rader recommended inserting Donna Kolis into this resolution. <br /> <br />Councilman Baker recommended adding Sean Koran. <br /> <br />Councilman Bullock recommended adding Dean Jackson <br /> <br />Councilman Shachner recommended adding Martha Woerner and Angelina Steiner. <br /> <br />Councilwoman Marx recommended adding Dan O’Malley. <br /> <br />Councilman Baker inquired about Dean Jackson. Councilman Bullock responded by sharing that <br />he had an extensive conversation with Dean Jackson the previous week. He emphasized Mr. <br />Jackson's proficiency, highlighting his expertise as a policy researcher and his active involvement <br />in the community. <br /> <br />Councilman Bullock recommended enabling Council to engage in further discussions with <br />candidates to conduct more extensive interviews and assessments. He expressed the need to <br />invest additional time in determining the most qualified candidates. <br /> <br />President Litten asked Law Director Vargo about the potential implications of delaying the <br />commencement of the 2024 charter review commission due to extended deliberation. <br /> <br />Law Director Vargo clarified that although it is a 6-month term and any extension would <br />effectively reduce the length of that term, such deliberation would not significantly impact the <br />process. He offered reassurances that adjustments can be made as necessary, and thorough <br />deliberation is certainly acceptable to appoint the best candidates. <br />4 <br /> <br /> <br />
