President Litten withdrew his motion to amend the resolution. <br /> <br />Motion by President Litten, seconded by Councilman Bullock, to refer Resolution 2023-60 back <br />to Committee of the Whole. Councilmembers Litten, Marx, Bullock, Rader, and Baker in favor. <br />Councilman Shachner opposed. Motion passed. Resolution 2023-60 referred to Committee of the <br />Whole. <br /> <br />6. S. RESOLUTION 2023-70 - A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, authorizing the Mayor and/or Director of <br />Finance or Director of Law to allocate and expend American Rescue Plan Act (ARPA) <br />funds on certain high priority projects identified in the Americans with Disabilities Act <br />(ADA) Self-Evaluation and Transition Plan (SETP). (introduced 12/4/23) (pg. 8) <br />Motion by President Litten, seconded by Councilman Bullock, to adopt S. Resolution 2023-70. <br />All in favor. Motion passed. S. Resolution 2023-70 adopted. <br />7. RESOLUTION 2023-55 – A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force after the earliest period allowed by law, appointing Sam <br />Pearson, Jessica Cotton, and _____ to the Anti-Racism Task Force for <br />two-year terms beginning January 1, 2024 and ending December 31, 2025. (introduced <br />11/6/23) (pg. 10) <br />Motion by President Litten, seconded by Councilman Bullock, to amend Resolution 2023-55 to <br />remove the empty space wherever mentioned in the resolution, so that the resolution may be <br />adopted with two names. <br /> <br />Through discussion it was clarified that the amendment would accomplish appointing two <br />members now. A subsequent resolution can be brought forward later to appoint a third member. <br />At the suggestion of Councilmember Bullock, President Litten amended the previous motion, so <br />that Reso. 2023-55 would read as follows: <br />appointing Sam Pearson, and Jessica Cotton, and <br />Motion seconded by Councilmember Bullock. All in favor. Motion passed. Reso. 2023-55 <br />amended. <br />Motion by Councilman Bullock, seconded by President Litten, to adopt Resolution 2023-55 as <br />amended. All in favor. Motion passed. Resolution 2023-55 adopted. <br />8.
