3. S. RESOLUTION 2023-60 – A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise to <br />take effect and be in force after the earliest period allowed by law, appointing five members to <br />the Charter Review Commission for a six-month term beginning January 1, 2024. (referred to <br />COW 11/6/23; discharged from COW and referred 12/18/23) (pg. 3) <br /> <br />Motion by President Kepple, seconded by Vice President Shachner, to adopt S. Resolution 2023- <br />60. <br /> <br />Discussion: Vice President Shachner thankedthe members of the Lakewood community that <br />volunteered to serve on the Charter Review Commission. He then encouraged the public to pay <br />attention to the Charter Review Commission’s schedule and to actively participate in the <br />Commission’s public meetings. <br /> <br />On the motion: All in favor. Report from Housing, Planning & Development Committee held January 16, 2024 (to be <br />provided) <br /> <br />Councilman Bullock delivered the following report: <br /> <br />The Housing, Planning, and Development Committee met tonight. There was one item on <br />the agenda, proposed Ordinance 39-2023. All members of the committee were present. <br />Ordinance 39-2023 is an ordinance proposing to amend subsection 1161.03(z) and <br />1161.03(AA) of the Lakewood Codified Ordinances to include body piercing as a <br />conditional use in commercial zones. The committee discussed this ordinance and found <br />1) consensus about the purpose and spirit of the proposal, and 2) there were some drafting <br />specifics that need to be worked through. The committee concluded the meeting by <br />recommending Ordinance 39-2023 to full Council for adoption, although with the <br />anticipation that the Ordinance will be amended on the floor to perfect its language, <br />specifically regarding Section 1161.03(z) of the Lakewood Codified Ordinances. <br /> <br />Motion by Councilman Bullock, seconded by Vice President Kepple, to receive and file the oral <br />report.
