Councilmember Strebig expressed full support for the purchase to keep officers safewhile <br />protecting citizens. <br />Commander Smykowski shared data on the Bearcat’s use in Lakewood, stating that Lakewood <br />has used the Bearcat more than any other Westshore community, by more than double. In the past <br />5 years, ithas been used 35 times in Lakewood. The uses were mainly for search warrant <br />activation, special events, demonstrations, and barricades. <br />Chief Fischer clarified that the Bearcat has been called out 35 times by Lakewood, but that many <br />of those call out were for incidents in Cleveland. <br />President Kepple asked follow up questions regarding the use of the Bearcat at events and <br />guidelines for its use. Commander Smykowski detailed those guidelines and best practices. <br />On the motion. All in favor. Motion passed. Communication received and filed. <br />*** <br />16.RESOLUTION 2024-05 - A RESOLUTION to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force at the earliest period allowed by law, authorizing the Mayor to enter <br />into an agreement with the Westshore Council of Governments for the purchase of a Bearcat <br />armored vehicle for use by the member communities with Lakewood’s allocated share of the <br />cost being $104,316. (pg. 74) <br />Motion by President Kepple, seconded by Vice President Shachner, to adopt Resolution 2024- <br />05.Councilmembers Marx, Baker, Kepple, Shachner, Bullock, and Strebig voted in favor. <br />Councilman Rader voted against. Motion passed 6-1. Resolution 2024-05 adopted. <br />*** <br />17.Communication from Finance Director Rancatore regarding 2024 Municipal Capital <br />Leases. (pg. 76) <br />Motion by President Kepple, seconded by Vice President Shachner, to receive and file the <br />communication. All in favor. Motion passed. Communication received and filed. <br />*** <br />18.RESOLUTION 2024-06 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force at the earliest period allowed by law, authorizing the Director <br />of Finance to enter into Equipment Leases in forms approved by the Director of Law on <br />behalf of the City of Lakewood (“City”).
