Discussion: Vice President Shachner requested that the Administration prepare information in <br />advance of the committee meeting regarding how the leased vehicles under consideration do or <br />do not support the recommendations within the Climate Action Plan. <br />On the motion: All in favor. Communication from Director Gordon regarding 2024 Watermain & Lead Service Line <br />Replacement Project Ohio EPA AIMS Project #9931 (pg. 80) <br /> <br />Motion by President Kepple, seconded by Vice President Shachner, to receive and file the <br />communication. <br />Discussion: Vice President Shachner asked how much of the project is being funded by the City <br />and from grants. Public Works Director Gordon responded by stating that 47% of the funding <br />will come from the City. <br />Councilman Rader asked if this project is included in the capital budget. Public Works Director <br />Gordon responded by confirming that the project is in the capital budget. Additionally, he noted <br />that this lead service line replacement project is a project that the City has applied for in previous <br />years. <br />On the motion: All in favor. Motion passed. RESOLUTION 2024-07 - A RESOLUTION authorizing the Mayor, Director of Public <br />Works, Finance Director and Purchasing Manager to apply for, accept, and enter into a Water <br />Supply Revolving Loan Account (“WSRLA”) Agreement on behalf of the City of Lakewood <br />for the construction of the 2024 Watermain and Lead Service Line Replacement Project <br />(“Water Facilities”); and designating a dedicated repayment source for the loan. (pg. 81) <br /> <br />Motion by President Kepple, seconded by Vice President Shachner, to adopt Resolution 2024- <br />07. <br />Discussion: Councilman Baker voiced his support for adopting the resolution tonight as a cost- <br />saving measure for the City. He also expressed interest in holding a future committee hearing to <br />discuss lead service line replacements and the City's strategies for addressing them, underscoring <br />the need for thorough understanding and awareness of this issue. <br />Councilman Bullock raised a question for clarification regarding the specifics of the resolution. <br />In response, Public Works Director Gordon affirmed the financial prudence of the resolution, <br />indicating that it would ultimately result in savings for the city. <br />President Kepple highlighted the relevance of water safety, referencing concerns identified in <br />Lakewood’s Health Needs Assessment.
