use, medical use and a dual use scenario. One of the provisions in the draft is a prohibition on <br />having an adult use dispensary within one mile of another adult use dispensary. She said it is <br />unclear if that will make the final cut, but it is another reason why the Administration would like <br />to wait and see where the state regulations end up before the City finalizes anything. She also <br />shared that the draft regulations indicated that applications for adult use and dual use could be <br />th <br />available by June 24. <br />Assistant Director Swallow said that the draft revisions from the Law Department add a line <br />setting a maximum number of adult use dispensaries that would be allowed to operate in <br />Lakewood. She said this was certainly up for discussion, but setting a limit could be a way to <br />ease any potential burdens of adult use on other businesses and neighborhoods. <br />In response to a question from Chairman Bullock, Assistant Director Swallow said that the east <br />end location of the Rise Dispensary has already come to the Planning Commission for an <br />expansion of their conditional use permit as well as a parking plan in anticipation if obtaining an <br />adult use license. She said they anticipate that Rise will also be applying for an adult use license <br />for their west end location, but they do not have as much parking capacity so it will likely be on <br />a smaller scale. <br />Chairman Bullock asked the other Councilmembers to share their thoughts. <br />Councilmember Marx commented that she found the tour at the Rise Dispensary to be very <br />helpful and that it is a very well-run organization. She said she would be happy to coordinate <br />another tour for any Councilmembers that were not able to make it the first time. <br />Councilmember Strebig commented that there is no need to re-create the wheel since there are <br />other states and countries that have already legalized marijuana. She suggested we look to them <br />for best practices as we move forward. <br />Councilmember Baker commented that Rise has facilities in other states and has been through <br />this process already. He said the task for the City Administration and Council is to ensure that we <br />create an environment that works for the Cityand not just dispensaries. He also said that <br />allowing cultivation and processing in the industrial zone might be an opportunity to allow more <br />industry growth and tax revenue for Lakewood. <br />Councilmember Shachner added that we are in an interesting spot since neighboring western <br />communities are outright banning any sort of marijuana facility. He said some things we should <br />be thinking about are what is going to be best for residents and if we are to allow processing and <br />cultivation how do we want to regulate that. Do we want to let the market decide, or would we <br />put restrictions on that? He said it could be an opportunity for the city to have a foothold on an <br />industry that could benefit residents with jobs and proceeds that will assist the City in updating <br />our infrastructure. <br />Chairman Bullock commented that he agrees with Councilmember Baker’s point that the <br />primary step should be framing up a policy from the community’s perspective to avoid the risk of <br />regulatory capture. He also confirmed with Councilmember Shachner that there will be a cap on <br />the number of state licenses available for both cultivation and processing. <br />3 <br /> <br />
