Whereas an emergency exists for the immediate preservation of the public safet~ property and welfare arisingnu% of the necessity far provoding for the regulation of traffic on the streets and highways of the city, and to provide for th e usual daily operation of the department of publis eafe!y with reference to traffic, BE IT OHDAINED BT THE C(X~NOIL OF THE CITY OF LAE~0OD, STATE OF OHIOs SE~TION 1. That Section 31 of Ordinance Ne. $171 entitled "An ordinar~e provid- ing for the re~lation of traffic, ~ the uss of streets and st~alks, ~ decla~ l~ ~ ~ergency~ 0~i~nce No. 2~70 adopted Septemb~ 22, 1~, ~ ~1 other ordin- ances, or ~rts of ordi~ncec inconsistent herewith are h~eby repealed," whi~ reads as foll~: Section 31. Nain Thoroughfare 1, For the l~xrpose of enforcing the road regulations made in the preoeed~ng sections, the main thoroughfares shall be understood to he the following streets: Lake Ave- anus, 01ifton Boulevard, Wast 01ifton Boulevard from Clifton Boulevard to Sloane Avenue. $1oane ~venue from ~?est Clifton Boulevard to Rocky Itiver ~ridge, Webb Road from Clifton Boulevard to Detroit Avenue, Detroit Avenue, Detroit Avenue Extension, Bridge Approach, Franklin Boulevard, ~dison Avenue, Hilliard Road, Athens Avenue, Riverside Road from Edanole Avenue south to the City of Olevela~xl, Delaware Avenue, Lakewood F. eights Bomlevard, Nicholson Avenue from Clifton Boulevard to Detroit Avenue, Thrush Avenue, t~arren Road from Mmdison Avenue south to the City of Cleveland, Edge- water Drive, Fischer Road and Bunts Road from 01ifton Boulevard to Detroit Avenue, Where two main thoroughfares intersect, vehicles traveling on the thoroughfare run- nLng in a general easterl~ and westerly direction shall have the right of way over those travelling on a m~in thoroughfare intersecting. 2. The words "business or closely Built up portions" shall be held to mean the fol- lowing: Detroit Avenue from West ll?th Street to Rocky River Bridge; Madisan Avenue from West llTth Street to Riverside, tltghland Avenue from La~e Avenue south to the oit)- limits. $.
