ORDINANCE No. 3617 BY Mr. Lajcak <br /> <br /> AN E~-ERGENC¥ ORDINANCE regulating the practice of barber- <br />shops in the City of Lakewood, Ohio. <br /> <br /> ~HEREAS, this ordinance constitutes an emergency in that <br />it provides for the usual daily operation of a municipal department. <br /> <br /> N0VJ, T~i~:HEFORE, BE IT ORDAINED BY THE COUNCIL OF TI-gE <br />CI~ OF LAKE~'00D, 0HI0, t~'o-thirds of all members thereof concurring$ <br /> <br />? <br /> <br /> Section 1. LICENSE REQUIRED. For the purposes of <br />this ordinance a barber shop is hereby defined to mean any building, <br />room, place or establishment occupied, maintained or conducted as a <br />barber shop, tonsorial parlor, barber schook, or where shaving, <br />hair cutting or any other tonsorial work is carried on, for revenue, <br />pay, free or otherwise. <br /> <br /> No person, firm or corporation shall <br />establish, maintain or operate a barber shop as heroinabove described <br />without first having obtained a license as hereinafter provided~ <br /> <br /> Nothing in this ordinance contained shall <br />be construed to apply to any establishment occupied, maintained or <br />conducted as a beauty parlor, tho operators or employees of which <br />are licensed to engage in tho practice of cosmetology as-defined by <br />Section 1082 (b) of tho General Code. <br /> <br /> Section 2. APPLICATION FOR LICENSE. Any person, firm <br />or corporation desiring a license to establish, maintain or operate <br />a barber shop as heroin defined shall make written application for a <br />license so to do to tho commissioner of health, which shall sot forth <br />a description of tho promises as well as tho location of tho samo, <br />The con~aissionor of health shall then malco or cause to bo made an <br />investigation of tho promises named in such application for tho <br />purpose of determining tho fitness and suitability of tho promises <br />for the conduc~ of such business from a sanitary standpoint~ Ho <br />shall also cause an investigation to bo made to determine if all <br />tho ordinances of tho city and laws of tho State of Ohio, relative <br />to tho operation and maintenance of barber shops have boon complied <br />wit,,and also if all necessary precautions are and will bo taken in <br />~aid establishment to prevent tho spread of contagious or cormmunica- <br />blo diseases. Tho commissioner of health upon completion of such <br />investigation shall transmit such application to the license clerk, <br />department of public safety, together with a recommendation for or <br />against tho issuance of such license. Thereupon the license clerk <br />shall upon payment by such applicant of tho license foe heroin fixed, <br />cause a license to conduct a barber shop to be issued. <br /> <br /> Tho application for a <br />the following information: <br /> <br />license sh~tl contain <br /> <br /> (a) Tho exact location, including street and number where <br /> said barber shop is to bo opened, conducted, n~aintained <br /> or operated. <br /> (b) Tho name and tho address of the owner of tho promises <br /> in which said barber shop is to bo located. <br /> (c) Thc name under which tho barber shop will bo ononod, <br /> maintained, operated or conducted. <br /> (d) Such additional information as tho commissioner of <br /> health and tho license clerk ~ay roquiro~ <br /> / <br /> Section ~ Tho annual license foe for a barber shop <br />shall bo throe dollars ($$.00) and all such licenses shall expire <br />on tho $0th day of September following tho date of issuance and no <br />license shall bo issued hereunder except for the full license <br />period and for tho full license fcc as heroin provided. Such <br />licenses shall not bo transferable but shall bo renewable under the <br />same terms and conditions as required for tho original issuancoo <br /> <br /> <br />
