<br />AN EMERGENCY ORDINANCE authorizing the Mayor - as Director of
<br />Public Safety - on behalf of the City of Lakewood, to enter into an
<br />agreement with the Board of County Commissioners for the payment of
<br />training courses conducted by Western Reserve University.
<br />
<br />WHEREAS, Section 307.75 of the Revised Code authorizes the
<br />County Commissioners to contract for police training with and on be-
<br />half of municipalities in such county, and
<br />
<br />WHEREAS, An emergency exists in that such training should be
<br />made available to the police officers of the City of Lakewood at the
<br />earliest possible time, and in that this ordinanoe provides for the
<br />immediate preservation of the public peace, property, health or
<br />safety, or for the usual daily operation of a municipal department,
<br />now, therefore,

<br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD,
<br />
<br />STATE
<br />
<br />Section 1. That the Mayor - as Director of Public Safety - is
<br />hereby authorized and directed, on behalf of the City of Lakewood, to
<br />enter into an agreement with the Board of County Commissioners, which
<br />said agreement shall read substantially as follows:

<br />"THIS AGREEMENT, made and entered into at Cleveland, Ohio,
<br />this day of , 1958, by and between
<br />the Board of County Commissioners of Cuyahoga County, Ohio,
<br />hereinafter referred to as the first party, and the City
<br />of Lakewood, an Ohio municipal corporation, hereinafter
<br />referred to as second party. WITNESSETH:
<br />
<br />Whereas the General Assembly of the State of Ohio has
<br />enacted section 307.75 of the Revised Code, effective
<br />September 9, 1957, as follows:
<br />
<br />Section 307.75. The Board of County Commissioners
<br />may operate or may contract with an accredited univer-
<br />sity or college to operate a police training school,
<br />a law enforcement training and research school, a
<br />police science laboratory for criminal investigation,
<br />or a crime prevention activity program, for the use
<br />of police officers, sheriffs, deputy sheriffs, marshals,
<br />and deputy marshals within such county and such county
<br />may contract for such training or schooling with and
<br />on behalf of the municipalities within such county.

<br />Whereas first party has on February 17, 1958, entered into an
<br />agreement with Western Reserve University to operate a police
<br />training school which will provide one-month police school
<br />training courses four times annually, in March, May, October
<br />and November, consisting of 170 hours of instruction in basic
<br />police science, especially in self-defense, crime scene in-
<br />vestigation, and criticism of report writing and case prepara-
<br />tion, and
<br />
<br />Whereas the parties hereto desire to avail themselves of the
<br />provisions of said section 307.75 authorizing the County Com-
<br />missioners to contract for such training at such school with
<br />and on behalf of the municipalities in such county.
