Cain, Gaydos, Huffman, <br />Kelley~ Usher~ Ward & Wendling <br /> <br /> AN ORDINANCE to provide for the submission to the <br />electorate of an amendment to Article XIV, Section 3 of the <br />Amended Charter of the City of Lakewood, Ohio, pertaining to <br />improvements and assessments. <br /> <br /> BE IT ORDAINED BY TPIECOUNCIL OF THE CITY OF <br />LAKEWOOD~ OHIO, TWO-THIRDS OF ALL MEMBERS ELECTED T~ERETO CON- <br />CURRING: <br /> <br /> Section 1. That the question of the amendment to <br />Article XIV, Section 3 of the Amended Charter of the City of <br />Lakewood, Ohio, so that as amended the same shall be and read <br />as follows: <br /> <br />Section 3 Preliminary Assessments. <br /> <br />When it is deemed necessary to make a public <br />improvement to be paid for in whole or in part <br />by special assessment, the Council shall declare th~ <br />necessity thereof by resolution, and such resolution <br />shall include the method of assessment, the <br />mode of payment, and the number of annual in- <br />stallments. Such resolution shall thereupon be cer- <br />tified to the Director of Finance, who shall there- <br />upon proceed to make an assessment report, in <br />accordance with the method of assessment provided <br />in the resolution, which report shall be filed <br />with the Council, and shall show the lots and lands <br />assessed, and the amount of the assessment as to <br />each. Such special assessment shall be payable in <br />such number o~ annual installments and at such times <br />as the legislative authority prescribes, provided <br />that the number of annual installments of any <br />assessment shall not exceed the maximum maturity <br />for which bonds may lawfully be issued in anticipatio~ <br />thereof. I f no period of such maximum maturity is <br />specified then the period for which such assessments <br />shall be levied shall not be less than one (1) year, <br />but may not exceed the estimated life of the use- <br />fulness of the improvement as certified by the <br />Director of Finance. <br /> <br />be submitted to a vote of the qualified electors of the City at <br />a general election to be held on Tuesday, the $th day of November, <br />1966, at the regular ~laces of voting in, the City between the <br />hours of 6:30 A.M. and 6:30 P.Mo <br /> <br /> Section 2. That the ballots for said election <br />shall, at the top thereof, be entitled, "City Charter Amendment <br />Ballot" and the question to be submitted on said ballot shall <br />be in words following: <br /> <br /> <br />
