Ward, Wendling, Gaydos, <br />Graber, Huffman, Kelley, Usher <br /> <br /> AN EMERGENCY ORDINANCE to provide for the submission to the <br />electorate of an amendment to Article XX, Sections 1, 2 and 3 of <br />the Amended Charter of the City of Lakewood, Ohio, pertaining to <br />the Board of Trustees of Lakewood Hospital, the terms of Board <br />members and the powers and duties of said Board. <br /> WHEREAS, An emergency exists in that in order for this <br />charter amendment to be presented to the electorate of the City <br />of Lakewood at the general election to be held on the 5th day <br />of November, 1968, it is necessary that this ordinance be adopted <br />at the regular Council meeting on September 3, 1968, and, <br /> WHEREAS, This ordinance constitutes an emergency measure <br /> providing for the immediate preservation of the public health, <br /> safety and welfare and for the usual daily operation of municipal <br /> departments; now, therefore, <br /> <br /> BE I? ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br /> STATE OF OH!0, TWO-THIRDS OF ALL MEMBERS ELECTED THERETO CONCURRING: <br /> Section 1. That the question of the amendment of Article <br /> XX, Sections I, 2 and 3 of the Amended Charter of the City of <br /> Lakewood0 Ohio, so that as amended the same shall be and read as <br /> follows: <br /> <br /> Section 1. Establishment; Board of Trustees <br /> "The Council of the City of Lakewood shall have the <br /> power by ordinance to establish a municipal hospital <br /> and for such purpose may, in accordance with the <br /> general law, issue and sell bonds in such amounts as <br /> may be necessary for the procuring of the necessary <br /> real estate and the erection, furnishing, equipping <br /> and maintaining said hospital or for the purpose and <br /> acquisition of any existing hospital and its furnishings <br /> and equipment. Any such hospital shall be operated, <br /> controlled and managed by a Board of Trustees consisting <br /> of seventeen members, including the Mayor, who shall serve <br /> as President of the Board, and the Commissioner of Health. <br /> The additional fifteen Trustees shall be appointed by the <br /> Mayor with the approval of Council. No less thanelght of <br /> such additional Trustees shall be resident electors of the <br /> City of Lakewood. Members of the Board of Trustees shall <br /> receive no compensation for their services. <br /> <br /> Section 2. Term of Board Members <br /> The term of office of the appointed members of the Board <br /> shall be five years, provided, however, that the terms of <br /> office of those members first appointed, whose terms shall <br /> comme~ce on January 1, 1969, shall be as follows: three <br /> members shall be appointed for a term ending. December 31, <br /> 1969 and three members for terms ending on December 31 <br /> of each of the succeeding four calendar years. Thereafter, <br /> three members shall be appointed each year for a full term <br /> of five years. A majority of the acting members of the <br /> Board shall constitute a quorum. The Mayor shall fill any <br /> vacancies on the Board with the approval of Council. <br /> <br /> <br />
