Oaydos: Graber, Huffman, <br />EalJ. ey~ U~her, Ward, Wendl!ng <br /> <br /> AN EMERGENCY ORDINANCE to provide for the submission to <br /> the electorate of an amendment to Article XIII, Sectlons 3 and 4 <br /> of the Amended Charter of the City of Lakewood, Ohio, pertaining <br /> to the classification of e~loyee~ for civil service purposes <br /> and procedural matters of the Civil Service Commission. <br /> <br /> WHEREAS, An emergency exists in that in order for this <br />charter amendment to be presented to the electorate of the City <br />of Lakewood at the general election to be held on the 5th day <br />of November, 1968, it is necessary that this ordinance be adopted <br />at the regular Council meeting on September 3 1=o8, and, <br /> <br /> WHEREAS, This ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, <br />safety and welfare and fo~ the usual daily operation of municipal <br />departments; now, therefore, <br /> <br /> BE IT ORDAIb~D BY THE COU~ICiL Ct? THE CITY OF LAKEWOOD, <br />STATE OF OHIO, ~90-THiRDS OF ALL MEMEERS ELECTED THERETO CONCURRINL <br /> <br /> Section 1. That the question of the amendment of Article <br />XIII, Sections 3 and 4 of the Amended Charter of the City of <br />Lakewood, Ohio, so that as amended the same shall be and read as <br />follows: <br /> <br /> Section 3~ Classified and Unclassified Service. <br /> <br />"The civil service of the City is hereby divided into <br />the unclassified and the classified service. <br /> <br /> (1) The unclassified service shall include: (a) All officers elected by the people, <br /> (b) All directors of departments, <br /> (c} The members of all boards or com~issions <br /> appointed by the Mayor or the Council, <br /> (d) The Clerk of the Council and the secretary <br /> of the Civil Service Commission, <br /> (e) All employees of Lakewood }~spital, <br /> (f) Unskilled labor and hourly rated personnel. <br /> (2) The classified service shall comprise ell po9itions <br /> not specifically included in 'this Chmrter in the <br /> unclassified service." <br /> <br /> Section 4. Procedure <br />"The Commission shall make, promulgate, prescribe and <br /> enforce rules for the appointment, promotion, transfer, <br /> lay-off, reinstatement, suspension and removal of <br /> employees in the classified service and such other <br /> rules as may be necessary and proper for the enforcement <br /> of the merit system add for the procedure of the <br /> Commission. The Commission sh~.il keep a r~cord of its <br /> proceedings which shall be open to public inspection. <br /> <br />Upon adoption of this amendment, present Sections ~ <br /> <br /> <br />
