ORDINANCE NO . 13- 70 BY: Messrs. Huffman, Kelley, Usher, Ward, Wendling, Graber AN EMERGENCY OFCDINANCE to supplement the Building Code of the Codified Ordinances of the City of LakeWood by enacting a ne~¢ Chapter 1317 entitled 'Motion Pictures And Films" and enacting new, sections relating to the installation, maintenance and operation of motion picture machines and films; to amend Sections 1629.21(a) and Section 1629.22 of said Building Code relating to motion picture projection booths and to repeal Section 1629.23 of said Building Code relating 'ho use of cellulose-acetate film. WHEREAS, This ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare and for the usual daily operation of a municipal depart- ment; now, therefore, BE IT ORDAINED BY Ti~ CO~CIL OF THE CITY OF LAIKEWOOD, STATE OF OHIO: Section 1. That the Building Code of the Codified Ordinances of the City of Lakewood be and the same is hereby supplemented by e enacting a new Chapter 1317, to read as follows: Chapter 1317 Motion Pictures and Films 1317.01 PICTURE MACHINE - DEFINITION The term "Picture Machine" when used herein means any machine or device, either permanently located or portable in nature, operated by or with the aid of electricity, or any other illuminant, and which is designed, intended or used to project upon a screen, or other surface, pictorial rep- resentations through the use of any type of film, tape or other material or equipment. 1317.02 SCOPE OF APPLICATION The provisions of Sections 1317.01 thru 1317.12 hereof shall apply to theatres, auditoriums, schools, churches, halls, and such other exhibition or meeting rooms to which ~le public, or any segment thereof, are admitted to view · the showing of any pictorial representations projected from a picture machine as hereinbefore defined. 1317.03 COMPLIANCE WITH CODE No picture machine shall be installed, maintained or operated within the City of Lakewood except in conformity with the provisions of this Chapter and such other provisions of the Codified Ordinances of the City of Lakewood relating to the installation and construction of a booth for the en- closing of a picture machine as well as the requirements relating to the contents, ventilation, doors, electrical installations and signs thereof together with such require- ments relating to 'the location, construction and other safety regulations for theatres, exhibition or meeting halls, auditoriums or other places of assembly. 1317.04 PICTURE MACHINES - USE Ail picture machines within which combustible film is used shall be equipped with incombustible magazines for receiving and delivering the films during the operation of the
