ORDINANCE NO . 13- 70 <br /> <br />BY: Messrs. Huffman, Kelley, Usher, <br /> Ward, Wendling, Graber <br /> <br /> AN EMERGENCY OFCDINANCE to supplement the Building Code of the <br />Codified Ordinances of the City of LakeWood by enacting a ne~¢ <br />Chapter 1317 entitled 'Motion Pictures And Films" and enacting new, <br />sections relating to the installation, maintenance and operation of <br />motion picture machines and films; to amend Sections 1629.21(a) <br />and Section 1629.22 of said Building Code relating to motion picture <br />projection booths and to repeal Section 1629.23 of said Building <br />Code relating 'ho use of cellulose-acetate film. <br /> <br /> WHEREAS, This ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare and for the usual daily operation of a municipal depart- <br />ment; now, therefore, <br /> <br /> BE IT ORDAINED BY Ti~ CO~CIL OF THE CITY OF LAIKEWOOD, STATE <br />OF OHIO: <br /> <br /> Section 1. That the Building Code of the Codified Ordinances <br />of the City of Lakewood be and the same is hereby supplemented by e <br />enacting a new Chapter 1317, to read as follows: <br /> <br /> Chapter 1317 <br /> <br />Motion Pictures and Films <br /> <br />1317.01 PICTURE MACHINE - DEFINITION <br /> The term "Picture Machine" when used herein means any <br />machine or device, either permanently located or portable <br />in nature, operated by or with the aid of electricity, or <br />any other illuminant, and which is designed, intended or used <br />to project upon a screen, or other surface, pictorial rep- <br />resentations through the use of any type of film, tape or <br />other material or equipment. <br /> <br />1317.02 SCOPE OF APPLICATION <br /> The provisions of Sections 1317.01 thru 1317.12 hereof <br />shall apply to theatres, auditoriums, schools, churches, <br />halls, and such other exhibition or meeting rooms to which <br />~le public, or any segment thereof, are admitted to view <br />· the showing of any pictorial representations projected from <br />a picture machine as hereinbefore defined. <br /> <br />1317.03 COMPLIANCE WITH CODE <br /> No picture machine shall be installed, maintained or <br />operated within the City of Lakewood except in conformity <br />with the provisions of this Chapter and such other provisions <br />of the Codified Ordinances of the City of Lakewood relating <br />to the installation and construction of a booth for the en- <br />closing of a picture machine as well as the requirements <br />relating to the contents, ventilation, doors, electrical <br />installations and signs thereof together with such require- <br />ments relating to 'the location, construction and other safety <br />regulations for theatres, exhibition or meeting halls, <br />auditoriums or other places of assembly. <br /> <br />1317.04 PICTURE MACHINES - USE <br /> Ail picture machines within which combustible film <br />is used shall be equipped with incombustible magazines for <br />receiving and delivering the films during the operation of the <br /> <br /> <br />
