ORDINANCE NO. <br /> <br />20-73 <br /> <br />BY: Messrs. Graber, Magnotto, McBride, <br /> Usher, Wendling, Werner, Brockman <br /> <br /> An emergency ordinance enacted by the City of Lakewood, Cuyahoga County, Ohio, <br />in the matter of the hereinafter described traffic control device installation under the <br />supervision of the County of Cuyahoga and the Director of Highways, State of Ohio. <br /> <br /> WHEREAS, the County of Cuyahoga and the Director of Highways, State of Ohio, <br />is considering the traffic control device installation project on Clifton Boulevard <br />from Lake Avenue to West ll7th Street (Highland Avenue) in the City of Lakewood which <br />is described as follows: <br /> <br /> Update and upgrade existing traffic control devices, <br /> i.e. traffic control signals, signs, and pavement <br /> markings. <br /> <br /> WHEREAS, the Federal-Aid Highway Act of 1968, approved, August 23, 1968, <br />amends Chapter i of Title 23, United States Code by adding a new Section 135, "Urban <br />area traffic operations improvement programs", which provides for the expenditure of <br />Federal funds for an urban traffic operations program to increase capacity and safety, <br />hereinafter referred to as TOPICS, the policies and procedures relating thereto being <br />set forth in Policy and~ Procedure Memorandum No. 21-18, hereinafter referred to as <br />PPM 21-18. <br /> <br /> NOW THEREFORE, Be It Ordained by the Council of the City of Lakewood, Ohio: <br />Section I (Consent) <br /> <br /> That it is declared to be in the public interest that the consent of said <br />Municipality be and such consent is hereby given to the County of Cuyahoga and the <br />Director of Highways, State of Ohio, to construct the above described installation projec <br />in accordance with plans, specifications and estimates as approved by the County and the <br />Director of Highways, State of Ohio. <br />Section II (Cooperation) <br /> <br /> A. If the project is financed as a TOPICS project, the Municipality agrees to <br /> cooperate in the planning, construction~ financing~ maintenance, operation <br /> and evaluation of effectiveness of' said improvement and all procedures re- <br /> lating thereto will be in accordance with the provisions of PPM 21-18, and <br /> State of Ohio~ Department of Highways, "TOPICS Procedure Manual" and as <br /> such memorandium and manual may be amended from time to time. <br /> <br />-1- <br /> <br /> <br />
