ORDINANCE NO. 60-73 BY:Messrs. Magnotto, McBride, Sinagra, <br /> Usher, Werner, Brockman, Graber <br /> AN EMERGENCY ORDINANCE to amend paragraph (a) of Section 373.15~and <br />Section 373.21 of the Traffic Code of the Codified Ordinances ~f the City of <br />Lakewood to prohibit the riding of bicycles two or more abreast upon the <br />roadway. <br /> WHEREAS, bicycle riding by both adults and children continues to grow <br /> as a recreational pastime and is particularly prevalent during the summer months, <br /> and <br /> WHEREAS, the increasing number of bicycles being operated on the public <br /> roadway is cause for concern for the safety and welfare of said cyclists as well <br /> as that of motorists, and <br /> WHEREAS, this Council has determined that the riding of bicycles two or <br /> more abreast upon the roadway is detrimental and dangerous to the safety and <br /> welfare of both bicycle riders and motorists and such practice should be pro- <br /> hibited at the earliest possible time, and <br /> WHEREAS, this ordinance constitutes an ~ergency measure providing for <br /> the immediate protection of the public health, safety and welfare and for the <br /> usual daily operation of a municipal department, now, therefore, <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> 'Section 1. That paragraph (a) of Sectton 373.15 of the Traffic Code of <br /> the ~odified Ordinances of the City of Lakewood now reading as follows: <br /> 373.15 RIDING REGULATIONS. <br /> It shall be legal to ride a bicycle upon a sidewalk, street or public <br /> way, or upon any path set aside for the exclusive use of bicycles, subject <br /> to the following: <br /> (a). Every person operating a bicycle upon a street shall ride as near <br /> tO the right side of thestreet as is practicable,.~exercising due care <br /> when passing a standing vehicle or one proceeding in the same direction. <br /> be amd the same is hereby amended to read as follows: <br /> 373.15 RIDING REGULATIONS. <br /> It shall be legal to ride-a bicycle upon a sidewalk, street or public <br /> way, or upon any path set aside for the exclusive use of bicycI~s~ subject <br /> to the following: <br /> (a) Every person operating'a bicycle upon. a roadway shall ride as <br /> near to the right side of the roadway as is practicable, exercising <br /> due care when passing a standing vehicle or one proceeding in the <br /> same direction. Persons riding bicycles upon a roadway shall not <br /> ride two or more abreast, except on paths or parts of roadways set <br /> aside for the exclusive use of bicycles. <br /> Section 2.
