ORDINANCE N0.7__5-81 By: Brown, Chinnock, Gallagher, Graham, McBride, Salmon, Wendling An emergency ordinance to provide for the submzsslon to the electorate of an amendment to Article VIII, Section 3 of the Amended Charter of the City of Lakewood, pertaining to the requirement that the Director of Finance prepare and submit a recommended five-year financzai plan. WHEREAS, an emergency exists in that this proposed Charter amendment is to be presented to the electorate of the City of Lakewood at the general election to be held on November 3, 1981; and WHEREAS, for the foregoing reason, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO, TWO-THIRDS OF ALL MEMBERS ELECTED THERETO CONCURRING: Section 1. That the question of the amendment to Article VIII, Section 3 of the Amended Charter of the City of Lakewood, so that as amended the same shall be and read as follows: ARTICLE VIII. THE~DEPARTMENT OF FINANCE. SECTION 3. REPORTS. The Director of Finance shall perzodically report as directed to Council, to officials and to the public the re- corded facts in such summaries and analyt~caI schedules in detailed support thereof, as shall be necessary to show the full effect of such transactions for each fiscal year or part thereof upon the finances of the City and in relation to each department of the City government. The Director of Finance shall annually prepare and submit to the Mayor and Council a recommended five-year financial plan for the City's operating and capital needs. The Director of Finance's recommended financial plan shall be prepared after consultation w~th the Mayor and the heads of other City departments affected thereby, and such recommended financial plan shall be advisory only and need not be followed in the adoption of the City's tax budget, annua], temporary or supple- mental appropriation measures or ordinances, resolutions or other actions concerning capital programs or permanent improvements. (Upon adoption of this amended Section, the existing Article VIII, Section 3 of the Amended Charter of the City of Lakewood shall be repealed.)
