" ORDINANCE NO. 4-85 BY: Brown, Chinnock, Gallagher, Graham, McBride, Salmon, Wendling AN EMERGENCY ORDINANCE supplementing the Building Code of the Codified Ordinances of the City of lakewood by enacting new Chapter 1333 entitled Dish-Type Satellite Signal-Receiving Antennas. WHEREAS, the City of lakewood is aware that dish-type antennas are be- coming more available for use to receive satellite radio and television signals, and WHEREAS, it is the desi re of lakewood City Counci 1 to permit the use by property owners of thei r property, subject to reasonable regul ati ons and to protect the rights of other property owner, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety, and welfare, and for the usual daily operation of a municipal department; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF lAKEWOOD, STATE OF OHIO: Section 1. That the Building Code of the Codified Ordinances of the City of lakewood shall be and the same is hereby supplemented by enacting new Chapter 1333 to read as follows: CHAPTER 1333 DISH-TYPE SATEllITE SiGNAL-RECEIVING ANTENNAS 1333.01 DEFINITIONS. As used in this Chapter: (a) "Dish-type Satellite Signal-Receiving Antennas," also referred to as "earth stations" or "ground stations" shall mean one or a combination of two or more of the following: (1) A signal-receiving device (antenna, dish antenna, or di sh-type antenna), the purpose of whi ch is to recei ve communication or other signals from satellites in orbit and other extra-terrestrial sources. (2) A low-noise amplifier (lNA) which is situated at the focal poi nt of the recei vi ng component and the purpose of whi ch is to magnify, store, transfer and/or transmit electronic or light signals. (3) A coaxi a 1 cable the, purpose of whi ch is to carry or transmit said signals to a receiver. (b) "Receiver" shall mean a television set or radio receiv- er. (c) "Dishll shall mean that part of a satellite signal re- ceiving antenna characteristically shaped like a saucer or dish. (d) IIGrounding rod" shall mean a metal pole or rod perman- ently positioned in the earth to serve as an electrical con- ductor through which electrical current may safety pass and dissipate. 1333.02 PERMIT REQUIRED. No person, firm, partnership, corporation, trust, or other 1 ega 1 entity shall construct, assemble or erect an earth station without a permit, nor shall such construction, assembly or erection commence before a permit is issued in accordance with Section 1333.03 of this Chapter.
