ORDINANCE NO. <br /> <br />13-91 <br /> <br />BY: Boscia, Gallagher, Gazzana, George, <br /> Graham, Roth, Smith <br /> <br /> AN EMERGENCY ORDINANCE to amend Section 121.04 of the <br />Administrative Code of the Codifed Ordinances of the City of Lakewood <br />to provide for the addition of one standing committee of Council. <br /> <br /> WHEREAS, Council hereby determines that the concerns of <br />owners and potential buyers of houses in Lakewood, a "City of Homes", <br />could be better addressed by the establishment of an additional <br />standing committee of Council, and <br /> <br /> WHEREAS, Council further determines that it could more <br />effectively and efficiently excercise i'ts legislative powers and <br />better serve all of the residents and business operators of the <br />City of Lakewood by establishing as a standing committee of Council <br />a Housing Committee, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare and for the usual daily operation of a municipal de- <br />partment; now, therefore, <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br /> STATE OF OHIO: <br /> <br /> Section 1. That Section 121.04 of the Administrative <br /> Code of the Codified Ordinances of the City of Lakewood, now reading <br /> as follows: <br /> <br />(a) Finance; <br />(b) Rules and Ordinances; <br />(c) Utilities and Transportation; <br />(d) Traffic and Safety; <br />(e) Recreation and Juvenile Affairs; <br />(f) City Property; <br />(g) City Departments; <br />(h) Hospital; <br />(i) Zoning and Planning; <br />(j) Commercial Development; <br />(k) Consumer Protection; <br />(1) Apartments and Condominiums; and <br />(m) Senior Citizens. <br /> <br />The President shall also appoint such other committees <br />as he deems necessary for the efficient handling <br />of Council business. <br /> <br />Ail Council committees shall consist of two members <br />of Council, unless otherwise determined by a vote <br />of Council except Finance, which shall consist <br />of three members. The report of the chairman of <br />any committee consisting of only two members shall <br />be considered the majority report of that committee <br />in every case. Minority reports may be filed by <br />the nonassenting member. The President of Council <br />shall be an ex-officio member of all committees <br />except those on which he is a designated member. <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br /> <br />
