PLACED ON FIRST READING ON 2/18/92. <br />PLACED ON SECOND READING on 3/2/92. <br /> <br />ORDINANCE NO. 15-92 <br /> <br />BY: Boscia~ Gal~a'gher~ 'George.~ <br />'Gibbens, .Roth,"Seelie, smith <br /> <br /> AN EMERGENCY ORDINANCE to supplement Section 313.10 of <br />the Traffic Code of the Codified Ordinances · of the City of <br />Lakewood by deleting certain restrictions to a right turn against <br />a steady red signal at all times, in the west bound and north <br />bound directions, at the Lake Avenue and Nicholson Avenue <br />intersection. <br /> <br /> WHEREAS, citizens in the area have complained <br />unwarranted delays at this intersection, and <br /> <br />of <br /> <br /> WHEREAS, delays to vehicles attempting to make safe <br />right turns are not in the best interest of efficient traffic <br />operations, and <br /> <br /> WHEREAS, it has been determined that prohibition of a <br />right turn against a steady red signal contribute to inefficient <br />fuel consumption'by waiting vehicles, and <br /> <br /> WHEREAS~ this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, <br />safety and welfare; now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That Section 313.10 of the Traffic Code of <br />the Codified Ordinances of the City of Lakewood now reading as <br />follows: <br /> <br />313.10 PROHIBITED TURNS ON RED SIGNALS <br /> <br /> (a) Pursuant to the provisions of Section 313.03(c)(5), it <br />is hereby determined that the following intersections are used by <br />a substantial number of school children and are a hazard to such <br />school children and, therefore, a right turn against a steady red <br />signal is hereby prohibited between the hours of 8:00 a.m and 4:00 <br />p.m., Monday through Friday at the following intersections, upon <br />the posting and installation of the proper signs giving notice <br />thereof: <br /> <br />(9) Lake Avenue <br /> <br /> (b) Pursuant to the provisions of Section 313.03(c)(5), a <br />right turn against a steady red signal is hereby prohibited at all <br />times at the following intersections upon the Posting and <br />installation of the proper signs giving' notice thereof: <br /> <br />(1) <br /> <br />Lake Avenue <br /> <br />C. Nicholson Avenue <br /> <br />east, west and north bound <br /> <br />be and the same is hereby amended to read as follows: <br /> <br /> <br />
