<br /> AN ORDINANCE enacting new Section 1119.17 of the Zoning
<br />Code of the Codified Ordinances of the City of Lakewood in order to
<br />regulate the display of signs in Zones R1, R2, 'M1 and M2.
<br />
<br /> WHEREAS, the City recognizes that the unrestricted display
<br />of signs in residential districts produces considerable visual blight
<br />and clutter, traffic hazards and unsafe conditions, and
<br />
<br /> WHEREAS, the City desires to preserve the beauty of the
<br />community'while protecting freedom of expression, and
<br />
<br /> WHEREAS, the City's substantial interest in aesthetics and
<br />safety is directly related to the reasonable time, place, and manner
<br />restrictions contained herein; now, therefore,
<br />
<br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO:
<br />
<br /> Section 1. That the Zoning Code of the Codified Ordinances
<br /> of the City of Lakewood be supplemented by the enactment of new
<br />Section 1119.17 to read as follows:
<br />
<br />1119.17 SI.GNS IN RESIDENTIAL DISTRICTS.
<br />
<br />(a) Definition: "Sign" as used in this section
<br />means any display, figure, painting, drawing,
<br />placard, poster, or other device visible' from, or
<br />on, a public way, which is designed, intended or
<br />used to convey a message, inform or direct atten-
<br />tion to a person, institution, organization,
<br />activity, place, object or product, but does not
<br />include personal name plates or family names
<br />mounted on a decorative light pole or the dwelling
<br />which measures one square foot or less in size,
<br />holiday decorations or displays, or premises
<br />information signs (security system, beware of dog,
<br />keep off the grass, block watch, etc.) which
<br />measure one square foot or less. The sign may be
<br />a structure, or part thereof, painted on or at-
<br />tached directly or indirectly to a structure;
<br />
<br />(b) No commercial signs shall be permitted in
<br />Zones Ri, R2, Mi or M2 except those designated by
<br />Lakewood Codified Ordinance sections 1105.03(b),
<br />1107.03(b), or 1329.08(e);
<br />
<br />(c) Residential parcels within Zones Ri, R2, Mi
<br />and M2 shall be permitted non-commercial sign(s)
<br />subject to the following restrictions:
<br /> (1) No sign shall exceed six square feet in
<br /> total area;
<br /> (2) No sign shall be displayed more
<br /> than fourteen (14) days prior to any event
<br /> or occurrence to which it refers, nor shall
<br /> any sign be displayed for more than fourteen
<br /> (14) consecutive days, nor shall any sign or
<br /> identical sign be displayed for more than
<br /> twenty-eight (28) days in any six (6) month
<br /> period;
<br /> (3) No sign shall be displayed on any
<br /> utility pole tree lawn or any public right
<br /> of way;
<br />
<br />(d) This ordinance does not apply to flags.
