PLACED ON 1ST READING i REFERRED TO FINANCE COMMITTEE ON 10/5/98. <br /> <br />ORDINANCE NO. s3-g8 BY: Corrigan, ~lannery, <br /> George, Roth, Seelie, Skindell, Smith <br /> AN EMERGENCY ORDINANCE, authorizing and directing the Mayor, on behalf of the City <br />of Lakewood, to enter into agreement(s) with the Lakewood City Schools for participation in the Public <br />Investment Program ('PIP') of the Economic Development Fund ('EDF'). <br /> WHEREAS, as an authorized use of the City of Lakewood's entitlement allocation of federal <br />Community Development Block Grant dollars, the EDF was bstablished and approved by Lakewood City <br />Council on December 2, 1996 in order to promote business investment and redevelopment; and <br /> WHEREAS, the PIP was established and approved by Lakewooci City Council on June 2, <br />1997 as a means for implementing the EDF in order to provide needed and appropriate assistance and <br />support to entities investing in Lakewood that would foster efforts to increase jobs, generate new tax <br />revenue and provide physical improvements in Lakewood; and <br /> WHEREAS, the Lakewood City Schools Vocational Department has requested a grant under <br />the PIP in order to complete a finance package to support the installation of software necessary to create <br />a Job Link Program for Lakewood businesses and residents; and <br /> WHEREAS, the Economic Development Committee has convened, reviewed and <br /> unanimously approved recommendation of the PIP request by the Lakewood City Schools Vocational <br /> Department; and <br /> <br /> WHEREAS, in order to enter into grant agreements under the PIP with the Lakewooci City <br /> Schools Vocational Department, Lakewood City Council must grant authority for the City to enter into <br /> such agreements; and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing for the immediate <br /> preservation of the public health, safety, and welfare for the reason that financial assistance provided <br /> under the EDF is an investment in the City which promotes business redevelopment, generates jobs, <br /> increases tax revenues and provides for physical improvements, thereby stabilizing the community and <br /> improving the quality of life within the City; now, therefore, <br /> <br /> BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> Section 1. That the Mayor, on behalf of the City, is hereby authorized and directed to <br /> enter into agreement(s) with the Lakewood City Schools Vocational Department to provide a grant for the <br /> purchase of so~ in 'compliance with and under the terms of the Public Investment Program of the <br /> Economic Development Fund; said agreement(s) to contain such terms and conditions as deemed <br /> necessary by the Director of Law to protect the public interest. <br /> <br /> Section 2. It is found and determined that all formal action of this Council concerning <br /> and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that <br /> all such deliberations of this Council and of any of its committees that resulted in such formal action, <br /> were in meetings open to the public, in compliance with all legal requirements. <br /> Section 3. That this ordinance is hereby declared to be an emergency measure for the <br /> reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all <br /> members elected to Council, it shall take effect and be in force immediately upon its adoption and <br /> approval by the Mayor; othe~vise, it shall take effect and be in force after the earliest period allowed by <br /> <br /> Adopted: ~ Jq/,/f~ ' .' <br /> <br /> <br />
