<br /> AN ORDINANCE to enact Chapter 1310, Residential Code for One, Two
<br />and Three Family Dwellings, of the Codified Ordinances of the City of Lakewood
<br />for the purpose of adopting the International Residential Building Code, 2000
<br />Edition and amendments thereto.
<br />
<br /> WHEREAS, adoption of the Residential Code for One, Two and Three
<br />Family Dwellings will permit the City of Lakewood to maintain a high designation
<br />from Insurance Services Office Inc.'s Building Code Effectiveness Grading
<br />Schedule; and
<br />
<br /> WHEREAS, InSurance Services Office Inc. is the leading supplier of
<br />statistical data, underwriting information and actuarial analysis to the
<br />property/casualty insurers to assist in their insurance underwdUng and premium
<br />development programs for residenUal and commercial properties; and
<br />
<br /> WHEREAS, insurers use the Building Code Effectiveness Grading Schedule
<br />to determine property owner's insurance rates; and
<br />
<br /> WHEREAS, maintaining good Building Code Effectiveness Grading
<br />Schedule designations will continue to keep affordable property insurance
<br />available to property owners in the City of Lakewood.
<br />
<br />BE IT ORDAINED BY THE ClTY OF LAKEWOOD, STATE OF OHIO:
<br />
<br /> Section 1. That Chapter 1310, Residential Code for One, Two and
<br />Three Family Dwellings of the Codified Ordinances of the City of Lakewood is
<br />hereby enacted to read as follows:
<br />
<br />1310.01 PURPOSE AND ADOPTION.
<br />
<br /> Pursuant to the Ohio Revised Code 731.231, there is hereby adopted for the
<br />purpose of establishing Rules and Regulations for the erection, construction,
<br />enlargement, alteration, repair, improvement, removal, conversion, demolition,
<br />equipment, use, occupancy, or maintenance of one, two and three-family dwelling
<br />houses which are not constructed as industrialized units, and their accessory structures,
<br />that a certain Code known as the Intemat/ona/Residential Code, 2000 Edition,
<br />published as a nationally recognized model code by the International Code Council,
<br />including Appendix Chapters A, B and C thereto, except such portions as are hereinafter
<br />deleted, modified or amended. A complete copy of such Code shall be kept on file at
<br />the office of the Building Commissioner and at the Lakewood Public Library.

<br />1310.02 CONFLICTS OF LAWS.
<br />
<br /> In the event of any conflict between the requirements of the 2000 International
<br />Residential Code, hereby known as the Residential Code for One, Two and Three Family
<br />Dwellings, and the RegionaIDwell/ng House Code, as adopted in Chapter 1301 of the
<br />Codified Ordinances of the City of Lakewood or any provision of any other City
<br />ordinance or technical code adopted by the City, the more restrictive or specific
<br />provision shall govern.
<br />
<br />1310.03 AMENDMENTS, ENACTMENTS OR REPEALS.
<br />
<br /> The following chapters, sections or subsections of the 'International Residential
<br />Code, 2000 Edition, are hereby amended, enacted or repealed as follows:
