<br />PLACED ON 1ST READING & REFERRED TO <br />THE FINANCE COMMITTEE 12/6/04. <br /> <br />ORDINANCE NO. <br /> <br />104-04 <br /> <br />BY: Corrigan, DeI[',ro, Dever, Dunn, FitzGerald" <br />Madigan, Seelie. <br /> <br />AN EMERGENCY ORDINANCE to amend Section 149.14 Hospitalization <br />Coverage for Employees of the Codified Ordinances of the City of Lakewood to <br />authorize the Director of Finance to pay employees a cash payment in lieu of <br />medical benefits In the amount of Seven Hundred Twenty Dollars annually to <br />become effective January 1, 2005 or at the earliest approval of counciL <br /> <br />WHEREAS, the City is seekin9 more effective incentives to decrease its <br />rising health care costs; and <br /> <br />WHEREAS, the rising costs of health care benefits is impacting the City's <br />operations; and <br /> <br />WHEREAS, this Councii by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE cm OF,LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of municipal departments in that this program <br />needs to be in effect beginning January 1, 2005 or immediateiy thereafter to allow for <br />open enrollment in the City's medical benefit plans. Now Therefore, <br /> <br />BE IT ORDAINED BY cm OF LAKEWOOD, STATE OF OHIO <br /> <br />Section 1. That Section 149.14 Hospitalization Coverage for Employees <br />of the Codified Ordinances of the City of Lakewood currently reading as follows: <br /> <br />149.14 HOSPITALIZATION COVERAGE FOR EMPLOYEES. <br />(a) For the purposes of this section, "City employees" means emplöyees of <br />Lakewood Municipal Court and the. City of Lakewood, but exciudes members of Council, <br />part-time hourly employees, temporary employees, seasonal employees, school guards, <br />public works inspectors, and members of the Civil Service Commission. Medical benefits <br />shall become effective for each eligible employee on the first day of the calendar month <br />following the month in which the individual is hired. <br /> <br />(b) The Director of Finance is hereby authorized to pay from City funds on <br />behalf of each City employeé who is not covered by a collective bargaining. agreement <br />and who is a participant in the City's primary group hospitalization pian as adopted by <br />the City, the full monthly cost of said coverage for singie or family coverage basis as <br />seiected by the employee. <br /> <br />(c) The Director of Finance is hereby authorized to pay from City funds on <br />behalf of each City employee who is not covered by a collective bargaining agreement <br />and who is a participant in an authorized Health Maintena nce Organization (HMO) the <br />full monthly cost of said coverage for single or family coverage as selected by the <br />employee provided the full monthly cost does not exceed the amount paid by the City <br />for participants In the City's primary group hospitalization plan. Any additional cost shall <br />be borne by the employee and paid for through a payroll deduction. <br /> <br />(d) The director of Finance is hereby authorized to continue to pay to employees <br />hired prior to April 3, 1978, a cash payment in lieu of medical benefits in the following <br />amounts: <br /> <br />~j <br /> <br />Family Plan <br />Single Plan <br /> <br />up to $70.26 <br />up to $42.31 <br /> <br />This section does not confer the right upon any employee to elect a cash payment in <br />lieu of medical benefits regardless of the hire date of the employee, if the employee has <br />not formerly done so. <br /> <br />(e) Such payment by the City shall be distributed among City funds according <br />to the enrollment of each division participating in the City's employee hospitalization <br />
