<br />PLACED ON 1 ST READING & REFERRED TO THE <br />RULES & ORDINANCES COMMITTEE 4/W/05. <br /> <br />PLACED ON 2ND READING 4/18/05. <br /> <br />Ordinance No. <br /> <br />20"05 <br /> <br />By: Corrigan, Demro, Dever, Dunn, <br />FitzGerald, Madigan, Seelie. <br /> <br />AN ORDINANCE to amend Section 113.04, Fair Employment Wage Board, of the <br />Codified Ordinances of the City of Lakewood for the purpose of thanging appointing <br />authority to the Board and to reduce the annual number of meetings required by the <br />BOard. . <br /> <br />WHEREAS, the Fair Employment Wage Board was created for the purpose of <br />reviewing the effectiveness Of Chapter 113, Living Wage of the Codified Ordinances of <br />the City of Lakewood and to make recommendations to the Administration and <br />Lakewood City Council regarding issues pertaining to the living wage policy; and <br /> <br />WHEREAS, initially the Fair Employment Wage Board was made up of all <br />appointees of the Mayor's office with only one representati\iè appointed by Council; and <br /> <br />WHEREAS, a Board structured more evenly with appointments from Council and <br />the Mayor will better serve the purpose of the Board. Now, therefore <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br />Section 1. That Section 113.04 Fair Employment Wage Board of the Codified <br />Ordinances of the City of Lakewood, currently reading as follows: <br /> <br />113.04 FAIR EMPLOYMENT WAGE BOARD. <br />(a) The Fair Employment Wage Board (FEWB) shall review the effectiveness <br />of the living wage ordinance to ensure that the community is informed on whether <br />those companies thi3t are being awarded service contracts by the City are adhering to <br />the ordinance. The FEWB shall make recommendations to the Administration and <br />Lakewood City Council, when appropriate, regarding issues pertaining to the living wage <br />policy. <br /> <br />(b) The FEWB shall be composed of two (2) representatives from the business <br />community, two (2) representatives from labor organizations, one (1) representative <br />from community groups, one (1) representative from the Mayor's offite and (1) <br />representative from City Council. The FEWB members, excluding the representative of <br />Council, shall be appointed to the FEWB by the Mayor subject to the approval of <br />Council. Each FEWB member shall be a resident of the City of Lakewood. No person <br />shall be appointed to the FEWB who has any interest in a contract with the City of <br />Lakewood. <br /> <br />(c) The Mayor shall initially appoint three (3) members of the FEWB for one- <br />year terms, two (2) members for two (2) year terms, and two (2) members for a three <br />(3) year term. . Therei3fter, all members shall serve three"yei3r terms, including the <br />representative from City Council. Members may serve more than one term. <br /> <br />(d) At the beginning of each year the FEWB members shall elect a <br />chairperson and vice"chairperson by majority vote. The FEWB shall hold meetings <br />quarterly and in special sessions as called by the chairperson or by a majority of the <br />members. All meetings of the FEWB shall be open to the public and minutes shall be <br />taken. An employee of the City of Lakewood shall be assigned to serve as secretary to <br />the FEWB. <br /> <br />(e) The FEWB shall be provided with and shall review: <br />(1) All reports on compliance filed by the Applicable Department as <br />provided by this Chapter; <br />(2) The results of any investigations of Covered Employers as provided <br />b)í this Chapter; <br />(3) A I applications for exemptions from coverage filed by Service <br />Contractors as provided by this Chapter. <br />The FEWB shall provide recommendations regarding such matters to City <br />Council. <br />
