PLACED ON 1~ READING & REFERRED TO THE <br />PUBLIC WORKS COMMITTEE 1/19/10, 2nd READING 2/1/10, <br />DEFERRED 2/16/10, SUBSTITUTED ON THE FLOOR 3/1/10 <br />ORDINANCE N0. 3-10 BY: Antonio, Bullock, Butler, <br />Powers, Smith <br />AN ORDINANCE to establish a pilot. program that will allow leashed dog- <br />walking in Lakewood Park and Kaufman Park for a twelve (12) month period. <br />WHEREAS, Allowing leashed dog-walking in Lakewood parks could <br />increase safety by .increasing pedestrian traffic; and <br />WHEREAS, leashed dog=walking in Lakewood parks could increase health, <br />since allowing dog-walking would encourage residents to stay active and healthy <br />through more. walking; and <br />WHEREAS, leashed dog-walking. in Lakewood parks could increase park <br />cleanliness since responsible owners will clean up after their dogs (and pick up <br />litter in the park), and their dogs may help deter geese from settling and leaving <br />geese droppings; and <br />WHEREAS, Lakewood is a progressive, family-oriented community that <br />includes many'residents who own dogs and desire to enjoy the parks with their <br />family pets; Now Therefore <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, in the <br />COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />Section 1. Pursuant to 905.07 (a), the Director of Public Works, acting <br />on behalf of the Director of Public Safety, shall execute a pilot program for <br />leashed dog-walking in Lakewood Park and Kauffman Park subject. to the rules <br />and restrictions specified by this ordinance. <br />Section 2. <br />(a) The Director of Public Works shall work with volunteers to <br />secure funding from outside sources for the provision of dog <br />waste container stations; public signs, and any other equipment <br />necessary to the successful execution of the pilot program <br />under the rules and restrictions specified by this ordinance and <br />to provide for the .maintenance thereof. <br />(b)The Director of Public Works shall work with volunteers to <br />provide at least one written report to City Council on the status <br />of the pilot program within the first six months. <br />
