Chockley, Gaydos, <br />GottermeyerJ Huffman, <br />BY: Lawther, Ward, <br />Williamson. <br /> <br />AN EMERGENCY RESÖLUTION urging the Ohio ßeneral Assembly <br />to enact into law House Bill No. 667, which would allow municipalities <br />to control the number of liquor permits issued and the location of <br />liquor outlets. <br /> <br />RESOLUTION NO. 4067 <br /> <br />waEREAS, Individual municipalities have, in the past, <br />had little if any, control over the number of liquor permits issued <br />and the location of liquor outlets within their boundaries, _and, <br /> <br />WHEREAS, Such control is recognized as an essential part <br />of the home rule authority of the local communities, and, <br /> <br />WHEREAS, House Bill No. 667 will allow municipalities <br />to pass ordinances which will deter the development of areas of over- <br />saturation of liquor outlets, and, <br /> <br />WHEREAS, The authority granted under this bill would <br />help to prevent future problems of slum development and community <br />decline, resulting from these situations, and, <br /> <br />WHEREAS, The above referenced bill recognizes the <br />different problems and needs of different communities and recognizes <br />that local authorities and citizens are the best judges of the cóntx"ols <br />needed to cope with this problem, and; <br /> <br />WHEREAS, This resolution constitutes an emergency <br />measure in that it provides for the usual daily operation of a <br />municipal department, now, therefore, <br /> <br />BE IT RESOLVÉD BY THE COUNC!L OF THE CITY öF LA!Å’WOOD, <br />STATE OF OHIO: <br /> <br />Section 1. That the Çouncil of the Çity of Lakewood <br />hereby determines that House Bill No. 667 is essential to the health <br />and welfare of the citizens of the several municipalities in the State of <br />,Ohio and respectfully urges the General Assembly of the State o~ Ohio <br />,to enact said House Bill No. 667 into law. <br />Section 2. That the Clerk of Çounci¡ be and he hereby <br />'is requested to transmit a copy of this resolution to the members of <br />the Ohio Senate and House of Representatives representing Cuyahoga <br />County and to such other members of the General Assembly as he deems <br />necessary. <br /> <br />Section 3. This resolution is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof andl <br />provided it receives the affirmative vote of two-thirds of all members <br />elected to Council, it shall take effect and be in force immediately <br />upon its adoption and approval by the Mayor. <br /> <br />Adopted: <br /> <br />An,.,i J 1. 191)J <br /> <br />F..Wilson Chocklev.
