AN EMERGENCY RESÖLUTION urging the Ohio ßeneral Assembly to enact into law House Bill No. 667, which would allow municipalities to control the number of liquor permits issued and the location of liquor outlets. RESOLUTION NO. 4067 waEREAS, Individual municipalities have, in the past, had little if any, control over the number of liquor permits issued and the location of liquor outlets within their boundaries, _and, WHEREAS, Such control is recognized as an essential part of the home rule authority of the local communities, and, WHEREAS, House Bill No. 667 will allow municipalities to pass ordinances which will deter the development of areas of over- saturation of liquor outlets, and, WHEREAS, The authority granted under this bill would help to prevent future problems of slum development and community decline, resulting from these situations, and, WHEREAS, The above referenced bill recognizes the different problems and needs of different communities and recognizes that local authorities and citizens are the best judges of the cóntx"ols needed to cope with this problem, and; WHEREAS, This resolution constitutes an emergency measure in that it provides for the usual daily operation of a municipal department, now, therefore, BE IT RESOLVÉD BY THE COUNC!L OF THE CITY öF LA!ŒWOOD, STATE OF OHIO: Section 1. That the Çouncil of the Çity of Lakewood hereby determines that House Bill No. 667 is essential to the health and welfare of the citizens of the several municipalities in the State of ,Ohio and respectfully urges the General Assembly of the State o~ Ohio ,to enact said House Bill No. 667 into law. Section 2. That the Clerk of Çounci¡ be and he hereby 'is requested to transmit a copy of this resolution to the members of the Ohio Senate and House of Representatives representing Cuyahoga County and to such other members of the General Assembly as he deems necessary. Section 3. This resolution is hereby declared to be an emergency measure for the reasons stated in the preamble hereof andl provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
