PLACED ON 1st READING & REFERRED <br /> COMMITTEE OF THE WHOLE 10/18/99. <br />Placed on 2nd Reading 11/1/99. <br /> <br />RESOLUTION NO. 7 4 3 5 - 9 9 <br /> <br />BY: Corrigan, FitzGerald, George, Roth, <br /> Seelie, Smith. <br /> <br /> A RESOLUTION authorizing and directing the Mayor to submit the FisCal Year ("FY") 2000 One- <br />Year Action Plan of the Consolidated Plan, which includes substantial changes in dollar allocations and <br />activities for federal Community Development Block Grant ("CDBG") funds, and incorporates the City's <br />application for CDBG funds, HOME Investment Partnership funds, ESG funds, and all amendments <br />thereto and all understandings and assurances contained therein, to the U.S. Department of Housing and <br />Urban Development (HUD). <br /> <br /> WHEREAS, the Secretary of HUD is authorized by various Federal Acts to make grants to units of <br />general local government to finance community development programs; and <br /> <br /> WHEREAS, HUD requires units of general local government to incorporate the Comprehensive <br />Housing Affordability Strategy into a Consolidated Plan; and <br /> <br /> WHEREAS, as required every five (5) years, with the participation and approval of the City's <br />Citizens Advisory Committee ("CAC"), a FY 2000 Five Year Consolidated Plan needs to be submitted to <br />HUD; and <br /> <br /> WHEREAS, the City is annually required, with the participation and approval of its CAC, to <br />submit a One-Year Action Plan update of its Consolidated Plan to serve as a planning document and <br />application for fiscal year allocations for various HUD programs, including CDBG funds, HOME <br />Investment Partnership funds, and ESG funds; and <br /> <br /> Whereas, the CAC has reviewed and approved a proposal to authorize a multi-year certification <br />for the expenditure of CDBG funds for FY 2000, FY 2001 and FY 2001 in the FY 2000 One-Year Action <br />Plan of the Consolidated Plan; and <br /> <br /> Whereas, the CAC has reviewed and approved a proposal to authorize a substantial change in the <br />amount of $21,056 allocated to the administrative line item of the FY 1999 CDBG budget as a result of <br />the City of Lakewood receiving an additional $21,056 of CDBG funds during 1999; and <br /> <br /> Whereas, the CAC has reviewed and approved a proposal to authorize a substantial change in the <br />1999 activity to which $32,000 has been allocated to the Lakewood Christian Service Center, noting that <br />the new activity will be a follow-up service review program for clients seeking assistance at the same <br />agency; and <br /> <br /> Whereas, the CAC has reviewed and approved a proposal to authorize a change in the <br />commercial portion of the previously approved Improvement Target Area (Resolution 7250-97 <br />(September 2, 1997)) to include all commercial and industrial zoned parcels in the City that have not <br />participated in the Storefront Renovation Program of the City of Lakewood in the past five (5) years prior <br />to application to said program, noting that this recommendation was made with the understanding that, <br />with the adoption of a new Improvement Target Area by Lakewood City Council, all parcels designated <br />in the Improvement Target Area will need to meet applicable standards for the Target Area after <br />inspections by the Lakewood Building Department; and <br /> <br /> WHEREAS, the City proposes to apply for FY 2000 federal grants and has, in that connection, and <br />as required by and pursuant to the various Federal Acts and Regulations of HUD, prepared a FY 2000 <br /> <br /> <br />
