Placed on 1st reading and referred to Public <br />Works 7/15/19; Sub recommended for adoption <br />7/22/19; 2 "d reading 9/3/19; Please substitute <br />Anderson, Bullock, George, Litten, O'Leary, <br />ORDINANCE 23 -19 BY: O'Malley, Rader <br />AN ORDINANCE to take effect immediately provided it receives the affirmative vote of <br />at least two thirds of the members of Council, or otherwise to take effect and be in force at the <br />earliest period allowed by law, enacting Chapter 162, Tree Advisory & Education Board, of the <br />Lakewood Codified Ordinances to establish a permanent Tree Advisory & Education Board for <br />the purpose of collaborating with City officials regarding its urban tree policies and practices, <br />promoting the City's tree programs and educating residents regarding responsible tree <br />stewardship and the benefits of tree planting on private property. <br />WHEREAS, recognizing the importance of trees to the cultural and environmental <br />wellbeing of our City, the Tree Task Force was established by City Council in 2012 and charged <br />with recommending action items on the City's public and private tree populations; and <br />WHEREAS, in 2014, the task force issued a set of 19 recommendations to Council <br />focused on tree planting, tree policies, education, outreach and tree protection; and <br />WHEREAS, one of the Tree Task Force's recommendations was that the City establish a <br />permanent volunteer body dedicated to the City's trees; and <br />WHEREAS, this Council concurs with the Tree Task Force's above - mentioned <br />recommendation and believes that the City and its residents would benefit from the knowledge <br />and enthusiasm of a permanent volunteer Tree Advisory & Education Board; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />ordinance is an emergency measure and that it shall take effect immediately after its adoption by <br />Council and approval by the Mayor in order to assemble an initial Board to be of assistance <br />during the City's fall tree planting season; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. Chapter 162, Tree Advisory & Education Board, is hereby enacted to read as <br />follows: <br />CHAPTER 162 <br />Tree Advisory & Education Board <br />162.01 Establishment; purpose. <br />162.02 Membership <br />162.03 Terms <br />162.04 Bylaws and general rules of operation <br />162.05 Public records; Reporting duties <br />Section 162.01 Establishment <br />That the Tree Advisory & Education Board is hereby established with the <br />charge of collaborating with City officials regarding its urban tree policies and <br />practices, promoting the City's tree programs and educating residents regarding <br />
