MINUTES OF THE PUBLIC WORKS COMMITTEE <br /> March 2, 2020 <br /> East Conference Room <br /> Present: Councilmembers Rader, Bullock, Shachner, Neff <br /> Also Present: Director Corrigan, Director Ducu, Laura Falkenstine of the HELP Foundation, <br /> Clerk Bach, and Deputy Clerk Lascu taking minutes <br /> Call to Order: 6:01 p.m <br /> AGENDA <br /> Approval of the minutes of the October 28, 2019 &November 4, 2019 Public Works <br /> Committee meetings. <br /> Chairman Rader made a motion, seconded by Councilmember Shachner to approve the minutes <br /> from the Public Works Committee meetings on October 28, 2019 and November 4, 2019. <br /> All members voted in favor. Motion passed. The minutes were approved. <br /> ORDINANCE 03-2020 - AN ORDINANCE to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing and directing the <br /> Mayor to enter into an amendment to the concession lease agreement with HELP <br /> Foundation, Inc. for the operation of food concessions at Lakewood Park, pursuant to <br /> Section 155.08 of the Codified Ordinances. (Placed on 1st reading and referred 2/3/20; 2'd <br /> reading 2/18/20)) <br /> Chairman Rader noted that Ordinance 03-2020 appeared to be similar to last year's version that <br /> approved the HELP Foundation, Inc. to operate food concessions at Lakewood Park. <br /> Ms. Laura Falkenstine of the HELP Foundation gave an overview of the organization, which <br /> helps people with disabilities gain sustainable community employment through job training and <br /> job match programs. In regard to the Lakewood Park operation, the HELP Foundation provides <br /> job training onsite at the concession stand to three Lakewood High School students with <br /> disabilities. The operation also helps provide consistent food preparation work for about 15 to 20 <br /> individuals working in the organization's kitchen. The HELP Foundation provides different <br /> training paths for individuals based on their readiness levels. <br /> The location of the Lakewood Park operation and the items it sells were discussed. HELP <br /> provides healthy options like salads, along with typical snack bar food. <br /> Councilmember Bullock suggested that HELP implement customer survey practices and <br /> discussed some logistics of their operation. Ms. Falkenstine indicated that HELP would be open <br /> to further implementing customer surveys, as they already do some for accreditation purposes. <br />
