MINUTES OF THE COMMITTEE OF THE WHOLE <br /> February 16, 2021 <br /> Virtual Meeting <br /> Present: Councilmembers Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Also Present: John Storey, Mayor George, Lou McMahon, Deputy Clerk Lascu, Clerk Bach <br /> taking minutes, Law Director Corrigan <br /> Call to Order: 6:35 p.m. <br /> Approval of the minutes of the January 11, 2021 Committee of the Whole <br /> A motion was made and seconded to approve the minutes of the January 11, 2021 Committee of <br /> the Whole. A roll call vote was conducted as follows: <br /> Yeas: Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays: none <br /> Motion adopted. Minutes approved. <br /> Communication from Mayor George regarding Integrated Wet Weather <br /> Improvement Plan (IWWIP) Update <br /> Mayor George introduced Lou McMahon, the attorney assisting the City on the IWWIP. Mr. <br /> McMahon has been a partner with the City for many years and will provide an update on the <br /> City's implementation of the IWWIP. <br /> Mr. McMahon delivered the attached presentation which is summarized below. The key topics <br /> were to provide background on the IWWIP, an update of recent progress, and to begin a <br /> discussion on rate structure. He emphasized the City's significant financial undertaking in the <br /> plan and the need to be both efficient and equitable to pay for it. He noted that there will be other <br /> meetings and that this is intended to be an overview for Council and the public. <br /> Background and progress <br /> Mr. McMahon provided an overview of the contents of the IWWIP page on the City's website. <br /> Key features include: <br /> • the City's previous plan and Phase 2 plan submitted March 2019 <br /> • Realtime information regarding the release of the City's Combined Sewer Overflows <br /> —this information is required for all communities on the Great Lakes. <br /> • Introductory letter from Mayor Summers in 2019 <br /> 1 <br />
