MINUTES OF THE FINANCE COMMITTEE March 15, 2021 Online Broadcast Meeting Present: Councilmembers Bullock, Litten, &Neff Also Present: Councilmembers Shachner & Kepple, Director Ducu, Assistant Director Schuster, Fleet Manager Holman, Andrew Conley of Clean Fuels Ohio, Clerk Bach, & Deputy Clerk Lascu Start time: 6:45 p.m. AGENDA Approval of the minutes of the Finance Committee held February 16, 2 02 1. Chairman Bullock made a motion, seconded by Councilmember Neff to approve the minutes from the Finance Committee meeting held on February 16, 2021. A roll call vote was taken as follows: Yeas - Bullock, Litten, Neff Nays - None Motion passed. The minutes were approved. ORDINANCE 11-2021 -AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the transfer and advance of certain funds. (1st read and referred to Finance 2/16/21; 2nd reading 3/1/21) Chairman Bullock opened discussion on the transfer ordinance.Assistant Director Schuster explained the nature of the advances and transfers. Transfers to the office on aging, hospitalization fund, and the workers' comp fund are all considered routine and necessary to fund city operations. Transfers were made to the wastewater improvement fund to account for debt service. $1.5 million was transferred from the Lakewood hospital fund to the capital improvements fund to fund the Fire Station #2 improvements. $3.4 million was transferred from the hospital fund to the capital improvements fund to fund the Cove Church improvements. Chairman Bullock made a motion, seconded by Councilmember Litten to recommend adoption of Ordinance 11-2021 to the full Council. A roll call vote was taken as follows: Yeas - Bullock, Litten, Neff Nays - None
