MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE March 8, 2021 Online Broadcast Meeting Present: Councilmembers Rader, Bullock, & Shachner Also Present: Director Ducu, Engineer Papke, Chief Dunphy, Clerk Bach, a couple members of the public, & Deputy Clerk Lascu taking minutes Start time: 6:01 p.m. AGENDA Approval of the minutes of the January 25, 2021 Public Works & Sustainability Committee meeting. Chairman Rader made a motion to approve the minutes without objection. RESOLUTION 2021-10 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing and directing the Mayor to enter into a grant agreement with Cleveland Metroparks for the construction and maintenance of the Detroit Connector Trail, an all-purpose trail, and accepting funds in the amount of$25,000.00 toward the project construction costs. (Referred to PWS 311121) Chairman Rader gave an overview of the legislation, noting that it's purpose was to accept funds to contribute to the extension of the Metroparks trail. Engineer Papke further explained that the agreement is between the city and Metroparks, in which the Metroparks has agreed to provide trash pick up and snow plowing along the new extension of the trail, which will be situated on the south side of Detroit in between Valley Parkway to Graber Dr. The Metroparks would contribute $25,000 to the overall project. Chairman Rader inquired whether any city funds are being committed to the project or whether this legislation was just an acceptance of funds. Engineer Papke indicated that the legislation is an acceptance of the money and agreement for maintenance, however the Metroparks money was not the only source of funding for the project. Councilmember Bullock stated that Sean McDermott, the lead engineer for the Metroparks, was on the call and asked how the project integrates with the city's broader vision for improvements to the Detroit& Sloane Ave. intersection. Engineer Papke stated that this project fits in with the streetscape redesign, roadway diet, and improved public art.
