MINUTES OF THE FINANCE COMMITTEE <br /> April 12, 2021 <br /> Virtual Meeting <br /> Present: Councilmembers Bullock, Litten & Neff <br /> Also Present: Finance Director Rancatore, Engineer Papke, HR Director Dillinger, <br /> Councilmember Rader <br /> Call to Order: 6:00 p.m. <br /> Approval of the minutes of the Finance Committee held March 15, 2021. <br /> A motion was made and seconded to approve the minutes of the Finance Committee held March <br /> 15, 2021. A roll call vote was taken as follows: <br /> Yeas: Bullock, Litten <br /> Nays: none <br /> Absent: Neff <br /> Motion adopted. Minutes approved. <br /> ORDINANCE 22-2020A—AN ORDINANCE to take effect on January 1, 2021, <br /> provided it receives the affirmative vote of at least two thirds of the members of Council, <br /> or otherwise to take effect and be in force after the earliest period allowed by law, to <br /> provide for creating positions and rates of pay for full-time and certain part-time annual <br /> salaried employees and hourly rate employees not covered by a collective bargaining <br /> agreement in the several departments, divisions and offices of the City of Lakewood, <br /> including the Chief of Fire, Chief of Police and Civil Service Commissioners. (Referred <br /> to Finance 3115121, 2"d reading 415121) <br /> Director Dillinger explained that Ordinance 22-2020A accomplishes three things: <br /> 1. Clarifies an existing practice of allowing part-time employees to receive a notary public <br /> stipend <br /> 2. Adds a $50 stipend for possession of a CDL <br /> 3. Adds two levels of certification for human resources professionals <br /> Director Dillinger explained that although part-time employees have been given the notary <br /> public stipend that the existing ordinance only speaks to full-time employees. Director Dillinger <br /> has spoken with managers who stated that it is important for part-time employees to be able to <br /> notarize while covering for full-time employees. The ordinance proposes to explicitly include <br /> part-time employees as eligible for the notary stipend to align with current practice. This is <br /> expected to cost the City approximately $600/year, which it is already paying. <br /> 1 <br />
