MINUTES OF THE COMMITTEE OF THE WHOLE <br /> SEPTEMBER 20, 2021 <br /> AUDITORIUM <br /> Present: Councilmembers Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Also Present: HR Director Dillinger, Public Works Director Ducu, Chief of Staff Storey, Law <br /> Director Corrigan, Planning Director Leininger, Finance Director Rancatore, Human Services <br /> Director Gelsomino, Leslie Favre Krogman of the Recreation Department, Deputy Clerk Lascu <br /> and Clerk Bach taking minutes, members of the public <br /> Call to Order: 5:45 p.m. <br /> Approval of the minutes of the Finance Committee held July 19, 2021. <br /> Motion by President O'Malley, seconded by Vice President Litten to approve the minutes of the <br /> Finance Committee held July 19, 2021. All members voted in favor. Minutes approved. <br /> Communication from Mayor George regarding a joint agreement with the Lakewood City <br /> Schools Board of Education to address fields and pool maintenance. (Referred to COW <br /> 917121) <br /> RESOLUTION 2021-23 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, authorizing <br /> the Mayor to enter into a memorandum of understanding with the Superintendent of the <br /> Lakewood City Schools regarding the division of duties and responsibilities for the <br /> operation and maintenance of recreation fields and facilities. <br /> President O'Malley recapped that although no formal action on the communication is necessary, <br /> that Resolution 2021-23 was referred to Public Works & Sustainability Committee in June. A <br /> hearing was held in July. <br /> Chief of Staff Storey summarized the proposed agreement between the City and the Schools. He <br /> remarked that the agreement is a by-product of the unique relationship between the entities that <br /> goes back a century. The MOU attempts to put existing practices into writing and to ensure that <br /> Foxx and Usher fields will be renovated by opening day 2022. The MOU also includes a best <br /> practices guide for moving forward. Part of that plan is that by September 15'h of each year, the <br /> City and the Schools will meet to decide which baseball field is in most need of renovation that <br /> year. The City/Schools will renovate one field each year on a rotating schedule. The Schools will <br /> contribute $20,000 toward this effort. <br /> Leslie Favre Krogman, Coordinator of Recreation for the Lakewood City Schools addressed <br /> Council, remarking that this was an important and worthwhile agreement that needed to be <br /> written. She stated that the agreement provides support, clarity, accountability and <br /> 1 <br />
