MINUTES OF THE FINANCE COMMITTEE <br /> March 21, 2022 <br /> City Hall Auditorium <br /> Present: Councilmembers Shachner, Litten & Bullock <br /> Also Present: Councilmember Baker, Finance Director Rancatore, Director Leininger, Chief <br /> Dunphy, Director Ducu, Director Corrigan, Commissioner Parmelee, Fleet Manager James <br /> Holman, Chief Storey & Deputy Clerk Lascu taking minutes <br /> Start time: 7:10 p.m. <br /> AGENDA <br /> Approval of the minutes of the February 28, 2022 meeting of the Finance Committee. <br /> Motion by Chairman Shachner, seconded by Councilmember Bullock to approve the minutes. <br /> All in favor. Motion passed. The minutes were approved. <br /> ORDINANCE 08-2022 -AN ORDINANCE to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force at the earliest period allowed by law, authorizing the transfer and <br /> advance of certain funds. (1st read& referred to Finance 2/22/22; 2"d reading 3/7/22) <br /> Chairman Shachner noted that the transfer and advance ordinance was standard business and <br /> asked Director Rancatore for a review of the items. Director Rancatore provided an overview of <br /> the transfers, noting debt service payments on sewer repairs, assistance to the Office on Aging, <br /> transfers to the hospitalization and workers' compensation funds. He noted that Q1 transfers also <br /> include advances to help avoid negative balances from last year and to be in compliance with the <br /> Auditor of State's office. <br /> Motion by Chairman Shachner, seconded by Councilmember Litten to recommend Ordinance <br /> 08-2022 to the full Council for approval. All in favor. Motion passed. Ordinance 08-2022 was <br /> recommended. <br /> ORDINANCE 09-2022 -AN ORDINANCE to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force at the earliest period allowed by law, authorizing the Director of <br /> Finance to enter into Equipment Leases in forms approved by the Director of Law on <br /> behalf of the City of Lakewood ("City"). (1st read& referred to Finance 2/22/22; 2"d reading <br /> 3/7/22) <br /> Chairman Shachner provided an overview of Ordinance 09-2022, noting it allows the <br /> administration to enter into equipment leases that include a generator for Fire Station 3, a Bobcat <br /> for urban forestry, police vehicles, and packer trucks for the Refuse Department. <br />
