MINUTES OF THE FINANCE COMMITTEE <br /> JUNE 21, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Shachner (Chair) and Bullock <br /> Also Present: Councilmembers Kepple & Baker, Finance Director Rancatore, Chief Kaucheck, <br /> Law Director Corrigan, Clerk Bach taking minutes <br /> Call to Order: 6:06 p.m. <br /> Approval of the minutes of the March 21, 2022 meeting of the Finance Committee. <br /> A motion was made and seconded to approve the minutes of the March 21"meeting of the <br /> Finance Committee. All members voted in favor. Motion passed. Minutes approved. <br /> ORDINANCE 18-2022 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, <br /> authorizing the transfer and advance of certain funds. <br /> Director Rancatore explained that this is the second quarter transfers and advances ordinance and <br /> that these transfers are planned as part of the 2022 budget. He outlined the various transfers <br /> included within the ordinance. Director Rancatore clarified that transfers are permanent and stay <br /> with the fund to which they are transferred. <br /> In response to questions, Director Rancatore explained that Fund 511 pays for debt related to <br /> EPA-required infrastructure. <br /> A motion was made and seconded to recommend Ordinance 18-2022 for adoption. All members <br /> voted in favor. Motion passed. <br /> RESOLUTION 2022-27 -A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> accepting the amounts and rates as determined by the Budget Commission and <br /> authorizing the necessary tax levies and certifying them to the County Fiscal <br /> Officer. <br /> Director Rancatore explained that Resolution 2022-27 is necessary to provide the Cuyahoga <br /> County Budget Commission a document to delineate the City's intentions to levy taxes in 2023. <br /> The resolution is needed to authorize the levy of property taxes and provides those tax rates to <br /> the county. The tax rates are unchanged since 2004. <br /> 1 <br />
