MINUTES OF COMMITTEE OF THE WHOLE <br /> August 8, 2022 <br /> Auditorium <br /> Present: Councilmembers Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br /> Also Present: Director Leininger, Chief of Staff Storey, Mayor George, Brent Sobczak of <br /> CASTO, Tracey Nichols of Project Management Consultants, Ken Kalynchuk of Project <br /> Management Consultants, Kevin Butler of McDonald Hopkins (virtual), Clerk Bach taking <br /> minutes <br /> Call to Order: 6:30 p.m. <br /> Approval of the minutes of the July 11, 2022 Committee of the Whole. <br /> A motion was made and seconded to approve the minutes of the July 11, 2022 Committee of the <br /> Whole. All members voted in favor. Motion passed. Minutes approved. <br /> RESOLUTION 2022-29 -A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> appointing to the Lakewood Shoreline Special <br /> Improvement District Board of Directors. (Referred to COW 07/18/22) <br /> Mr. Butler explained that Resolution 2022-29 will authorize Council to appoint an individual to <br /> the Board of the Shoreline Improvement District, which was recently established by Council. He <br /> explained that Chapter 1710 of ORC allows Council to appoint any individual to the Board, <br /> regardless of residency or status as a public official. He recommended selecting someone who <br /> would represent the city's interests well. He discussed the roles and responsibilities of the Board <br /> and the expected time commitment. He advised that the meetings of the Board are considered <br /> open meetings and must be conducted in a public setting. <br /> In response questions, Mr. Butler explained that the Special Improvement District includes the <br /> city's entire shoreline. He explained that the initial group of petitioners who helped to establish <br /> the District reside west of Lakewood Park, though there is interest among residents on the east <br /> end of the city in joining as well. He expected many rounds of financing on an annual or semi- <br /> annual basis. He noted that there are a few projects that are actively moving forward and will be <br /> included in the first tranche of financing. <br /> In response to questions, Mr. Butler stated that property-owners who reside adjacent to inland <br /> waterways such as the Rocky River, are eligible to join the SID. <br /> Motion by President Litten, seconded by Vice President Kepple to insert the name Kyle Baker <br /> into the blank of Resolution 2022-29. <br /> Councilmember Baker expressed enthusiasm for joining the Board as Council's appointee. <br /> 1 <br />
