MINUTES OF THE HOUSING, PLANNING & DEVELOPMENT COMMITTEE <br /> September 19, 2022 <br /> Auditorium <br /> Present: Councilmembers Bullock, Shachner, Kepple <br /> Also Present: Councilmembers Marx, Rader & Baker, Planning Director Leininger, Chief <br /> Assistant Law Director Swallow, members of the public, Clerk Back taking minutes and Council <br /> staff <br /> Call to Order: 7:10 p.m. <br /> Communication from Councilmembers Rader & Shachner regarding affordable <br /> housing. <br /> Communication from Councilmember Shachner and Mayor George regarding <br /> housing options for aging in place. <br /> Councilmember Bullock invited members to remark on the recent series of meetings regarding <br /> affordable housing and how the committee may move forward with solutions. <br /> Councilmember Kepple suggested that strengthening the city's affordable housing action plan <br /> can and should be incorporated into the upcoming discussion of the Community Health Needs <br /> Assessment. <br /> Councilmember Shachner acknowledged that it is a challenge for local government to influence <br /> the private housing market. He expressed confidence that the City Planning Department is taking <br /> a serious look at opportunities to partner with affordable housing agencies and/or to potentially <br /> build affordable housing. <br /> Councilmember Rader summarized some of the highlights from the hearings that he would like <br /> to see captured in any policy document, solution, or plan that is forthcoming. <br /> Councilmember Baker suggested continuing to obtain reliable data and analysis on housing <br /> affordability within the city. He expressed a desire to learn more about which areas of the market <br /> are under the most and least pressure. He also encouraged the committee to consider which area <br /> of the population (seniors, families, disabled, etc.) solutions will be focused. <br /> Public Comment <br /> Tim Collingwood- 11819 North Lane Dr. 48 —Mr. Collingwood expressed support for <br /> Council's continued discussion on affordable housing and encouraged Council to engage with <br /> low-income renters in a more direct manner. <br /> 1 <br />
