MINUTES OF COMMITTEE OF THE WHOLE <br /> November 7, 2022 <br /> Auditorium <br /> Present: Councilmembers Baker, Bullock, Litten, Marx, Rader, Shachner <br /> Also Present: Mayor George, Law Director Vargo, Chief of Staff John Storey, Planning <br /> Director Leininger, Human Services Director Berry, Acting Public Works Director Papke, <br /> Human Resources Director Dillinger <br /> Approval of the minutes of the October 10, 2022 Committee of the Whole. <br /> Motion made and seconded to approve the minutes of the October 10, 2022 Committee of the <br /> Whole. All members voted in favor. Minutes approved <br /> RESOLUTION 2022-44 -A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing the Mayor of the City of Lakewood, Ohio, to enter into an Agreement <br /> with the Lakewood Firefighters Association for a three-year period commencing <br /> January 1, 2023 and ending December 31, 2025, and ratifying that Agreement. <br /> (Referred to COW 10/17/22) <br /> President Litten made opening remarks, stating that labor negotiations are between the <br /> administration and the bargaining units, and that Council ought not engage in the details of <br /> contracts that are between the two parties. He voiced that Council's role is to approve the overall <br /> city budget, within which these contracts are contextualized. <br /> Councilmember Bullock pointed to the need to understand the budgetary impact of the contracts <br /> as well as their impact on working conditions and other considerations. He asked for the <br /> administration to share its goals,priorities, and policies around crafting these contracts and the <br /> contracts yet to be negotiated. <br /> Law Director Vargo stated that given the fact that there are open negotiations taking place, that <br /> executive session would be unavoidable if Council would like to hear more from the <br /> administration about these matters. <br /> Councilmember Baker shared that after the luxury of time to review and learn more about the <br /> contracts and speak with members of the union, he is now comfortable taking action, where he <br /> was not as comfortable taking action when the agreement was first introduced. <br /> President Litten expressed a preference to avoid executive session and stated his support for a <br /> motion to recommend adoption of Resolution 2022-44. <br /> Motion by Councilmember Rader, seconded by President Litten to recommend adoption of <br /> Resolution 2022-44. <br /> 1 <br />
