MINUTES OF THE FINANCE COMMITTEE <br /> December 5, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Shachner, Kepple & Bullock <br /> Also Present: Councilmembers Marx,Litten,Rader&Baker,Planning Director Leininger,Mayor <br /> George, Law Director Vargo, Finance Director Rancatore, Assistant Finance Directors Eddy and <br /> Shuster, Chief of Staff Storey, Human Services Director Chad Berry, Assistant Human Services <br /> Director Laura Jaissle, Human Resources Director Dillinger, Clerk Bach and Council staff taking <br /> minutes <br /> Call to Order: 5:30 p.m. <br /> Human Services <br /> Director Berry started his presentation with a focus on how the Cove Community Center opening <br /> has benefitted Human Services Department operations and the general public. He noted an across <br /> the board increase in public attendance for department programming, specifically a 60% increase <br /> in senior services and 40-50% increase in Family Room participation. He acknowledged the <br /> department's partnership with the HELP Foundation to get the Grab N Go Bistro up and running <br /> in the Cove Community Center and help reimagine what nutrition looks like for older adults. <br /> Director Berry highlighted how the main sanctuary space was named in honor of long time <br /> Human Services Director Kathleen Lawther and shared various photos showing the variety of <br /> ways the community center has been used since its opening. <br /> Director Berry provided an overview of department statistics, demonstrating the volume of direct <br /> contact Human Services has with individuals across all age groups. Notably, a hot meal is <br /> provided every day at the Cove Community Center, serving upwards of 80 individuals a day. <br /> Assistant Director Jaissle reviewed the expansion and growth of programming in the Division of <br /> Youth. She noted how moving into one facility has facilitated partnership between the Divisions <br /> of Youth and Aging, as it has allowed youth more opportunity to volunteer and spend time with <br /> seniors. Evening program hours have nearly tripled due to demand and the department now can <br /> host larger groups in active parenting classes and the Family Room. <br /> Director Berry shared departmental goals and budget modifications for 2023. These goals <br /> include creating a consolidated approach to how the department conducts its business and <br /> increasing the amount of programming and number of staff trainings. He then reviewed <br /> budgetary and staffing changes that are designed to better improve department operations, <br /> facility management, and transportation. <br /> Assistant Director Jaissle noted few changes to the Division of Early Childhood budget. She <br /> stated that the early childhood program is doing well, and that the Division is looking to better <br /> 1 <br />
