MINUTES OF THE HEALTH AND HUMAN SERVICES COMMITTEE <br /> AUDITORIUM <br /> September 12, 2022 <br /> Present: Councilmembers Sarah Kepple, Cindy Marx, Tristan Rader& Tom Bullock <br /> Also Present: Clerk Bach & Council staff, Human Services Director Berry, Assistant Law <br /> Director Swallow, HELP Foundation Staff Leslie Quilty <br /> Call to Order: 7 PM <br /> Approval of the minutes of the Health & Human Services Committee held July 5, <br /> 2022 <br /> Motion by Councilmember Kepple, seconded by Councilmember Marx to approve the minutes <br /> of the meeting held July 51h, 2022. All members voted in favor. Motion passed. <br /> ORDINANCE 29-2022 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> authorizing and directing the Mayor to enter into a lease agreement for the <br /> operation of the Bistro at Cove Community Center with HELP Foundation, Inc. <br /> pursuant to Section 155.08 of the Codified Ordinances. (1st read & referred to <br /> HHS 9/6/22) <br /> Director Berry provided an overview and history of the proposed Bistro at Cove Community <br /> Center and introduced HELP Foundation Staff Leslie Quilty as a trusted partner. He explained his <br /> hope for this Bistro to be for all people who come and go from Cove Community Center. Director <br /> Berry and Ms. Quilty discussed their vision for the Bistro to provide an onsite training program <br /> for adults with developmental disabilities and a provider for healthy, low-cost food. <br /> Chair Kepple expressed her support for the Ordinance and the partnership between the HELP <br /> Foundation and the City. To clarify, she asked about the costs of the food that will be served. <br /> Director Berry explained that costs will be nominal, in an attempt to serve Lakewood residents of <br /> all income levels. He mentioned that the HELP Foundation will strive to create a menu that will <br /> make a small profit while also being accessible to everyone. <br /> Foundation Staff Leslie Quilty reiterated that a huge profit is not a priority, and that HELP wants <br /> to also work with high school students with an IEP as their first jobs. Youth, adults, and older <br /> adults that would like to join the workforce will be trained. Ms. Quilty also mentioned her <br /> organization's 3,000 square foot greenhouse for growing produce that will be incorporated into its <br /> menu. The menu will morph based on how customers respond to certain options. <br /> 1 <br />
