MINUTES OF THE PUBLIC SAFETY COMMITTEE <br /> JANUARY 17, 2023 <br /> AUDITORIUM <br /> Present: Baker(Chair), Shachner, Marx <br /> Others: Councilmembers Bullock& Kepple, Mayor George, Director Leininger, Assistant <br /> Director Baas, Engineer Papke, Chief Kaucheck, Director Vargo, Director Gordon, Clerk Bach, <br /> members of the public, and Deputy Clerk Lascu taking minutes <br /> Time: 5:35 p.m. <br /> AGENDA <br /> Approval of the minutes of the November 7, 2022 meeting of the Public Safety Committee <br /> Motion by Chair Baker, seconded by Councilmember Shachner to approve the minutes from the <br /> previous meeting. All in favor. Motion passed. <br /> Communication from Councilmembers Baker, Bullock & Shachner regarding speed <br /> enforcement trends. (Referred to Public Safety 10/3/22) <br /> Chair Baker provided a recap of speed enforcement trends and the discussion that took place <br /> during the November 7, 2022 meeting of the Public Safety Committee. <br /> Assistant Director Baas presented the data collected during one week in December on speeding <br /> in school zones near Horace Mann and Hayes. He explained that there was a low number of <br /> excessive speeders, but there was still concern with the consistent portion of drivers going 30 <br /> mph in the Lincoln zone. The number of vehicles above 30 mph doubled in the afternoon <br /> compared to the morning. Mr. Baas suggested the use of speeding trends for focused <br /> enforcement in areas like Emerson in the afternoon and Lincoln in the early morning. <br /> Chair Baker expressed his appreciation for the data presented and shared his concern for the <br /> children walking to school in areas that are more prone to speeding. <br /> Councilmember Marx expressed the need for a speed study to be done in Ward 4 on Franklin <br /> because there are no crosswalks for the children going to Garfield and Harrison. <br /> Chair Baker asked the Law Department what justifications would be needed for traffic cameras <br /> in Lakewood. Law Director Vargo explained that a study would have to be done in each school <br /> zone. The Law and Planning Departments could work together to put together a protocol and <br /> process for future school zone studies. <br /> After questions from councilmembers regarding recommendations gleaned from the study, <br /> Assistant Director Baas emphasized that the study was comprised of just 1 dataset to inform a <br /> discussion and that 3-5 datasets over a multi-year period in varying seasons and conditions <br />
