MINUTES OF COMMITTEE OF THE WHOLE <br /> MARCH 6, 2023 <br /> AUDITORIUM <br /> Present: Councilmembers Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br /> Also Present: Mayor George, Law Director Vargo, Finance Director Rancatore, Public Works <br /> Director Gordon, Human Services Director Chad Berry, Planning Director Leininger, Clerk Bach <br /> and Council staff, members of the public <br /> Approval of the minutes of the February 6, 2023 Committee of the Whole. <br /> Motion made and seconded to approve the minutes of the February 6, 2023 Committee of the <br /> Whole. All members voted in favor. Motion passed. <br /> Communication from President Litten regarding ARPA funds. (Referred to COW <br /> 9/6/22) <br /> Communication from President Litten &Vice President Kepple regarding ARPA <br /> Application (referred to COW 2/21/23) <br /> President Litten reminded the committee that Council has $3 million in ARPA funds to <br /> distribute, though $1 million will be deferred to 2024 or later. All ARPA funds need to be <br /> appropriated by end of 2024. The total funds include $200,000 per councilmembers,plus <br /> $600,000 for Council to decide upon collectively by the end of 2023. <br /> President Litten made clear that he would like to defer to individual councilmember proposals <br /> regarding their own personal allocations, so long as they do not conflict with other proposals or <br /> plans. He remarked that Council will have tough decisions ahead, as the total amounts of the <br /> proposals exceed Council's available ARPA funds. <br /> He set expectations that Council will likely not allocate all funds this evening and that additional <br /> proposals may be welcomed in that case. <br /> Vice President Kepple made remarks discussing Council's role in this process and responsibility <br /> to allocate these funds in the highest and best interest of residents, while also meeting the city's <br /> existing goals. She voiced her expectations for the process ahead. <br /> President Litten proposed that the discussion kick off with proposals from individual <br /> councilmembers. <br /> Madison Ave HAWK Signal- $175,000 requested <br /> Councilmember Shachner noted that a traffic study supported the need for the crosswalk on <br /> Madison between Woodward and Reveley and that the project was included in the city's capital <br /> plan. He questioned how the project will move forward as planned, if not for the ARPA funds. <br /> 1 <br />
