MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> March 6, 2023 <br /> AUDITORIUM <br /> Present: Councilmember Rader(Chair), Baker, Bullock <br /> Also Present: Councilmembers Litten, Kepple & Marx, Chief of Staff John Storey, Law <br /> Director Vargo, Planning Director Leininger, Assistant Director of Planning David Baas, Leslie <br /> Favre Krogman and staff from the Recreation Department <br /> Call to Order: 5:45 p.m. <br /> RESOLUTION 2023-07 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> establishing rates of admission to the Lakewood municipal swimming pools located at <br /> Lakewood Park and Madison Park, and superseding Ordinance 10-19 and all other <br /> ordinances inconsistent herewith. (referred to PWS 2/6/23) <br /> Chair Rader presented a substitute version of Resolution 2023-07 with revised rates of <br /> admission for the municipal pools. He shared the price comparison between residents and non- <br /> residents. <br /> Councilmember Baker suggested an increase of$10 in price for non-resident season passes. <br /> Councilmember Litten spoke about the debated price increase pre-COVID and suggested that <br /> prices should be looked at annually because of the pool's upkeep. <br /> Chair Rader mentioned Lakewood's competitive rates for residents and agreed with <br /> Councilmember Baker's suggestion of increasing non-resident rates. Chair Rader explained the <br /> rate structure of each pass and said that the increase in non-resident rates would be in parity to <br /> surrounding cities. Councilmember Bullock mentioned that the difference in price is in favor of <br /> the resident. <br /> Chair Rader proposed an additional $10 to the entire non-resident category, resulting in a total <br /> increase of$20 over the rate originally proposed by the Recreation Department. <br /> Councilmember Baker remarked that a resident of Westlake pays the same price in their own <br /> city as the non-resident rate in Lakewood and advocated for the increase in price. <br /> Councilmember Shachner agreed that the fees are reasonably related to Lakewood's services <br /> and that the proposed $20 increase on non-resident passes is reasonable. <br /> Councilmember Bullock remarked that the general taxpayer of Lakewood already pays for <br /> capital and maintenance and expressed support for the affordable resident passes. <br /> 1 <br />
