MINUTES <br /> OF A MEETING OF <br /> LAKEWOOD CITY COUNCIL <br /> AUDITORIUM <br /> APRIL 3, 2023 <br /> 7:30 P.M. <br /> Regular Meeting of the Lakewood City Council called to order at 7:39 PM by President <br /> Litten. <br /> Present: Kyle Baker, Thomas R. Bullock III, Sarah Kepple, John Litten, Cindy Marx, Tristan <br /> Rader, Jason Shachner <br /> Also Present: Mayor George, Finance Director Rancatore, Police Chief Kaucheck, Public <br /> Works Director Gordon,Human Resources Director Dillinger, Law Director Ernie Vargo,Fire <br /> Chief Dunphy,Assistant Human Services Director Laura Jaissle, Clerk Bach and Council staff <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file the minutes <br /> of the March 20,2023 General Meeting without the necessity of a reading.All in favor.Motion <br /> passed. <br /> 1. Report from Public Works & Sustainability Committee meeting held March 27, 2023. (pg. <br /> 1) <br /> Motion by President Litten,seconded by Vice President Kepple to receive and file communication. <br /> All in favor. Motion passed. <br /> 2. RESOLUTION 2023-10 -A RESOLUTION authorizing the Mayor or Director of Public <br /> Works, to enter into an agreement with Cuyahoga County for the operation of a Public <br /> Utility within the boundaries of the City of Lakewood. (Referred to PWS 03/06/23) (pg. 2) <br /> Motion by President Litten, seconded by Vice President Kepple to adopt Resolution 2023-10. <br /> Discussion: Councilmember Bullock thanked Mayor George and Councilmember Rader for <br /> moving Resolution 2023-10 along. He expressed that this Resolution would make Lakewood the <br /> sixth participant in the County-wide Utility. <br /> On the motion: All in favor. Motion passed. Resolution 2023-10 adopted. <br /> 3. ORDINANCE 08-2023 (Originally noticed as Resolution 2023-12)-AN ORDINANCE <br /> to take effect immediately provided it receives the affirmative vote of at least two thirds of <br /> the members of Council, or otherwise to take effect and be in force after the earliest period <br /> allowed by law, authorizing and directing the Mayor to enter into an amendment to the <br /> concession lease agreement with HELP Foundation, Inc. for the operation of food <br /> 1 <br />
