MINUTES OF THE HOUSING, PLANNING& DEVELOPMENT COMMITTEE <br /> APRIL 17, 2023 <br /> AUDITORIUM <br /> Present: Councilmembers Bullock(Chair), Kepple & Shachner <br /> Also Present: Councilmembers Rader, Baker& Marx, Mayor George, Law Director Vargo, <br /> Planning Director Leininger, Building Commissioner Parmelee, Clerk Bach, Deputy Clerk <br /> Hamideh taking minutes & members of the public <br /> Call to Order: 6:36 p.m. <br /> Approval of the minutes of the January 30, 2023 Housing, Planning & Development <br /> Committee meeting. <br /> Motion was made and seconded to approve the minutes of the January 30, 2023 Housing, <br /> Planning & Development Committee meeting. All members voted in favor. Motion passed. <br /> Minutes approved. <br /> ORDINANCE 07-2023 — AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least five (5) members of Council, or otherwise to <br /> take effect and be in force after the earliest period allowed by law, amending Sections <br /> 1121.09(a) Single-Family Maximum Lot Area Coverage, 1123.09(a) Single-and Two- <br /> Family Maximum Lot Coverage, and 1133.06 Conversion of Single-Family Structure <br /> Prohibited of the Codified Ordinances of the City of Lakewood in order to update the <br /> provisions. (1"read and referred to PC& HPD 3/20/23) <br /> Chair Bullock noted that a motion would not be made on Ordinance 07-2023 tonight and that it <br /> will be reviewed at the May 4h Planning Commission meeting. <br /> Councilmember Shachner mentioned that the conversation leading up to Ordinance 07-2023 <br /> began in 2019 within the Resiliency Task Force to increase investments and create space for <br /> residents in the community. He also explained that though there is no rush to pass the Ordinance, <br /> it should be part of the conversation. <br /> Councilmember Shachner went over details of Ordinance 07-2023. The Ordinance only applies <br /> to the expansion of a property rather than a detached unit. It also includes the maximum lot <br /> coverage of 25%. Councilmember Shachner mentioned that there are two sides of the debate <br /> regarding available street parking once an accessory structure takes place of a garage. While <br /> attached accessory dwellings would be by write-in, a conditional accessory would have to go in <br /> front of the Planning Commission prior to being permitted. <br /> Chair Bullock mentioned that the approach is only the first draft of the ordinance and that there <br /> is potential to expand. <br />
